Neither Alexander the Great nor Napoleon can be regarded as true exponents of the social will. The rule of the oligarchy is based upon selfish considerations. The institution of slavery overrides the will of the bondsman in the interests of his possessor.

The victory of the oligarchy by force of arms had, in spite or because of its moderation, engendered manifold discontent.

The people were not in hostile array against the nobles, nor the nobles against the people. The nobles only courted and bribed the people; but so general was corruption that a change in government was deemed necessary by the advocates of Caesar, at least they defended it. The gist of all the arguments in favor of the revolution is: better imperialism than an oligarchy of corrupt nobles.

Egypt, by its peculiar position and its financial organization, placed in the hands of any governor commanding it a pecuniary and naval power and generally an independent authority, which were absolutely incompatible with the suspicious and feeble government of the oligarchy: in this point of view it was judicious to forgo the direct possession of the country of the Nile.

But a king only now and then, and an oligarchy in no known instance, have taken this exalted view of their self-interest; and why should we expect a loftier mode of thinking from the laboring classes?

Countless persons including not a few decided adherents of the oligarchy thus fell as the victims of private hostility or of their own riches: the fearful confusion, and the culpable indulgence which Sulla displayed in this as in every instance towards those more closely connected with him, prevented any punishment even of the ordinary crimes that were perpetrated amidst the disorder.

The constitution of Carthage is now shifting from an aristocracy to an oligarchy, in consequence of an opinion which is favourably entertained by many, who think that the magistrates in the community ought not to be persons of family only, but of fortune also; as it is impossible for those who are in bad circumstances to support the dignity of their office, or to be at leisure to apply to public business.

For the oligarchy, which saw in the political-military dictatorship their certain ruin, and in Pompeius himself since the coalition of 683 their most hated foe, this was an overwhelming blow; but the democratic party also could have little comfort in the prospect.

Well, I said, and how does the change from oligarchy into democracy arise? Is it not on this wise? The good at which such a State alms is to become as rich as possible, a desire which is insatiable? What then?

Thus Barneveld, who was anything but a democrat, became, almost unwittingly, the champion of the least venerable or imposing of all forms of aristocracy an oligarchy of traders who imagined themselves patricians. Corporate rights, not popular liberty, seemed, in his view, the precious gains made by such a prodigious expenditure of time, money, and blood.
