One of the elements required for the upbuilding of Colombia the independence of Nueva Granada, was created by the victory of Boyaca. This was by its effects the greatest triumph of Bolivar up to that moment. The Liberator advanced to Bogota and was received there in a frenzy of admiration and love. The whole march and campaign lasted 75 days.

It was not without emotion that we beheld for the last time the disc of the moon illuminating the summit of the cocoa-trees that surround the banks of the Manzanares. The breeze was strong and in less than six hours we anchored near the Morro of Nueva Barcelona, where the vessel which was to take us to the Havannah was ready to sail.

Luiz De Guardiola, magnificent Castilian, proud as Lucifer, still as the water above the reef offshore, and cruel as the black fangs beneath that serenity, looked over the wall of the fortress of Nueva Cordoba.

A Vice-President of Nueva Granada was appointed, General Francisco de Paula Santander, the man who had organized the troops which Bolivar joined when he invaded the viceroyalty. Bolivar considered all the inhabitants as citizens of Colombia, without asking questions about their previous conduct, and issued passports to those who cared to depart.

There they bartered for provisions, and, without awaiting the adelantado, returned to Nueva Espana by a northerly course either because of their slight gratification at having made the voyage to the islands, or to gain the reward for having discovered the return passage. Bolivar, nevertheless, continued his work with his all powerful faith, trying to have his dreams proved true by the effort of his will. "We shall conquer them and we shall free America," he used to say.

In virtue of the representation made by the new bishop, a royal decree was despatched to Señor Pardo, in which he was commanded to deliver the said acts to the bishop of Nueva Segovia; his illustrious Lordship answered this by saying that the suit proceedings therein were already established in his own tribunal by the delinquent having accepted certain acts, and the law, therefore, afforded no occasion for removing this suit and the proceedings therein from the tribunal of the metropolitan, and restoring it to the culprit's ordinary judge.

Here was his rest from the many and varied labors in a Nueva California mission; and here he was to be found when at leisure, seeing if his plants were given the proper attention by his gardener, studying changes from time to time in their arrangement, or wandering about, now here, now there, with eyes bent on the ground, meditating on his duties, or gazing off to the distant horizon, and dreaming of his early life in his boyhood home.

The Province of Lepanto-Bontoc has, according to records, about 70,500 "Igorrotes," "Tinguianes," and "Caylingas," but I believe a more careful census will show it has nearer 100,000. Nueva Ecija is reported to have half a hundred "Tinguianes."
