The extensive discussions which had taken place relative to the non-execution of the treaty of peace, and the correspondence produced by the objectionable measures which had been adopted by the British government during the existing war, were also laid before the legislature.

But these advantages were all lost through the most trivial considerations. The people, upon the discontinuation of the Parliamentary assemblies, resumed their savage temper, and were scared by the approach of a few troops at which it was ridiculous to take the least umbrage. The Parliament was too apt to give ear to every groundless tale of the non-execution of their declarations.

Since the date of my last letter to Your Excellency, I have received a copy of the laws relative to prizes, and am convinced that these laws differ in no material degree from the maritime code of England, the adoption of which I had solicited; and that the blame of all the disquiet that has been occasioned is entirely owing to the non-execution of the laws by those individuals who have been nominated to dispense justice, but who have perverted it.

Mushet continued, however, to regard the patents as "wholly my own, though at the same time, I am bound in honor to take no unfair advantage of the non-execution of that deed." A possible explanation of this situation may be found in Ebbw Vale's activities in connection with Martien and Bessemer, as well as with an Austrian inventor, Uchatius. Ibid., p. 770. Ibid., p. 823.

Hamilton then insisted that the papers relating to the non-execution of the treaty of peace, and to the stopping of the corn-ships, ought not to be communicated, unless in a secret message, as the matters therein discussed were still unsettled, and the tendency of the communication was to inflame the public mind against Great Britain.

He was then authorized to promise the non-execution of the penal laws for the present, and their repeal on the restoration of tranquillity; and, lastly, to stipulate for their immediate repeal, if he could not otherwise subdue the obstinacy, or remove the jealousy of the insurgents.

We have already seen from the utterances of leading men in the South Carolina, Secession Convention, "that" as Governor Hicks, himself a Southern man, said in his address to the people of Maryland, after the War broke out "neither the election of Mr. Lincoln, nor the non-execution of the Fugitive Slave Law, nor both combined, constitute their grievances. Nothing less than the Tariff.

The differences now existing between Great Britain and this country arose either from non-execution of some articles of the treaty of peace or from the effects of the present European war. The complaints of Great Britain in relation to the treaty of 1783 were confined to the legal impediments thrown by the several States in the way of the recovery of British debts.
