With this reply and a letter of the same purport for the governor, Don Luys Navarrete was dismissed. Likewise he ordered that, in the future, the annual ships from Nangasaqui to Manila laden with flour and other goods should not be so numerous, but only enough to supply Manila, and that they should have the permission and sanction of its governor, so that they might not be the cause of loss or injury to that place.
