Many other political organizations embraced within the vast limits of the British power are allowed to discuss and decide on questions peculiar to themselves, and which they are at full liberty to pronounce upon for themselves by a wise adjustment and concession on the part of the mother-country as necessary to their well-being.

They heartily desired independence and freedom, and they had willingly risked their lives to secure them. But the freedom they sought was the right, if they chose, to establish and perpetuate those cherished institutions of the mother-country for themselves. They would enjoy them still, and make them a lasting inheritance for their posterity, but free from the power and dominion of Europe.

"We are well weaned," John Robinson wrote, "from the delicate milk of the mother-country, and inured to the difficulties of a strange land; the people are industrious and frugal.

"But do you think that this is likely to occur?" "I do, most certainly, if those who govern continue to listen to the insidious advice of the party denominated `Saints; and I afraid that it will not be until these islands are separated from the mother-country, that she will appreciate their value. They felt a new love for other Englishmen, and it was at this time that the expressions fellow-countrymen and mother-country were first used. The seventeenth century was, of course, a period during which great things happened to the English state.

The doctrines of Pythagoras spread through many of the other cities of Magna Graecia. Of the numerous other Greek settlements in the south of Italy, those of Locri, Rhegium, and Tarentum were the meet important. Locri was founded by the Locrians from the mother-country in B.C. 683.

The mother-country has several times regained possession of some districts; but as revolutions are always renewed with more violence when the evils that produce them can no longer be remedied these conquests have been transitory.

They should have been; for the English cruisers were both better supported and individually more powerful, while the extension of American commerce had come to be the wonder of the statesmen of the mother-country. When the war broke out, it was as great as that of England herself at the beginning of the century.

The colony has a population of perhaps eighty thousand persons, and practically all these are Chinese. There are, of course, a few score of civil and judicial functionaries springing from the mother-country; and, as in all places where Europeans have long lived in friendly association with Orientals, the Eurasian class is strikingly numerous.

Under the unnatural disturbance of relations occasioned by the lamentable system of slave-labour, it would perhaps have been justifiable to impose a duty on transmarine corn for the protection of the Italian farmer; but the very opposite course seems to have been pursued, and with a view to favour the import of transmarine corn to Italy, a prohibitive system seems to have been applied in the provinces for though the Rhodians were allowed to export a quantity of corn from Sicily by way of special favour, the export of grain from the provinces must probably, as a rule, have been free only as regarded Italy, and the transmarine corn must thus have been monopolized for the benefit of the mother-country.
