The fruits of the victory were an empty village, a few hundred stragglers, and a small quantity of war matériel. From Corinth the Rebels retreated to Tupelo, Mississippi, where they threw up defensive works. The Rebel Government censured General Beauregard for abandoning Corinth. The evacuation of that point uncovered Memphis, and allowed it to fall into our hands.

The Germans had taken 20,000 prisoners, and captured seventeen guns and a large quantity of army materiel. Further, there was an incalculable number of disbanded Mobiles and Mobilises. If Prince Frederick Charles had known at the time to what a deplorable condition Chanzy's army had been reduced, he would probably have acted more vigorously than he did.

Why must their fiery energies succumb to a cold-blooded strategy, that wastes the materiel of war, and what is worse, fills our hospitals to no purpose? Those men have learned how to command from actual contact with men. The art of being practical, adapting one's self to emergencies, is not taught in schools.

He stated that experiments had been made by the military and railway authorities in loading and disembarking troops and war materiel, and that much experience had been afforded by the Afghan operations of 1878-9. The movement of troops to and from the frontier commenced in October, 1878, and ended June, 1879.

The central army of four hundred thousand men requires such a quantity of provisions, munitions, horses, and matériel of every kind, that it will possess less mobility and facility in shifting its efforts from one part of the zone to another; to say nothing of the impossibility of obtaining provisions from a region too restricted to support such numbers.

And the greatest difficulty comes at the beginning of the program, when new tools, new plant facilities, new assembly lines, and new ship ways must first be constructed before the actual materiel begins to flow steadily and speedily from them. The Congress, of course, must rightly keep itself informed at all times of the progress of the program.

Without this, the war, prolonged with whatever spirit by the partisans, was not likely, because of their deficient materiel and resources, to reach any decisive results.

Here again M. Dupuy occupied a distinguished position, and realized his scheme of 1845 with certain modifications. His eminent services led to his appointment in 1857 to the highest office in the Constructive Corps Directeur du Materiel and his design for the earliest seagoing ironclad, La Gloire, was approved in the same year.

If the day happens to be fine and calm when the stranger visits the beach, he will probably be impressed with the idea that here is an accumulation of splendid sea-going materiel, which has somehow got hopelessly stranded and become useless.

The Russian system of transport is in a very experimental and unsatisfactory state. It is the only army which provides regimentally for the personnel and materiel of this department. In each regiment is a non-combatant company, in which all men required for duty without arms are mustered. All military vehicles required for the regiment are under charge of this company.
