Its outward and visible sign is a navy, strong in the discipline, skill, and courage of a numerous personnel habituated to the sea, in the number and quality of its ships, in the excellence of its matériel, and in the efficiency, scale, security, and geographical position of its arsenals and bases.

During World War II the organization that was ATIC's forerunner, the Air Materiel Command's secret "T-2," had developed highly effective means of wringing out every possible bit of information about the technical aspects of enemy aircraft. ATIC knew these methods, but how could this be applied to spaceships? The problem was tackled with organized confusion.

In the lobby of our West-end station one pleasant summer evening, the men sat and stood about the open door beside the trim engines and materiel of their profession, chatting heartily as men are won't to do when in high health and spirits. There were new faces among them, but there were also several that had long been familiar there.

Our materiel consisted of eight muskets, six pistols; and our small stock of ammunition, including a box containing skyrockets, was carried on one of the covered carts. Of these tilted carts we had two, so constructed that they could be drawn either by one or two horses. They were also so light, that they could be moved across difficult passes by the men alone.

I recommend that we make it possible for those nations to continue to obtain war materials in the United States, fitting their orders into our own program. Nearly all their materiel would, if the time ever came, be useful for our own defense.

It had been decisively defeated. Its losses, in men and materiel, had been very heavy. The troops were utterly demoralised. The people were filled with consternation, and a rapid advance would probably have been followed by an immediate peace.

A troop column is ambushed, a picket post attacked, or a supply dump destroyed for the sake of the immediate loss of personnel or materiel so inflicted upon the enemy. Mosby, however, had a well-conceived strategic theory. He knew, in view of the magnitude of the war, that the tactical effects of his operations would simply be lost in the over-all picture.

That definition adopted and enforced, there is no need to lay down regulations giving the strategist control over his colleagues who administer matériel and personnel; they will of themselves always be anxious to hear his views as to the methods of fighting, and will be only too glad to build ships with a view to their being used in accordance with his design of victory.

"America was straining her energies towards a goal," said the Director of Munitions, "toward the realization of an ambition which, in the production of munitions, dropped the year 1918 almost out of consideration altogether, which indeed did not bring the full weight of American men and matériel into the struggle even in 1919, but which left it for 1920, if the enemy had not yet succumbed to the growing American power, to witness the maximum strength of the United States in the field."

There is no great impossibility in this fact, if it was "not a fact" that the rush of the Fall disturbs the superincumbent gases too much to permit it; for there can be but little doubt that there is plenty of materiel at hand, and, some day or other, a lighthouse will be lit with it to guide sleepy loons and other negligent water-fowl over the Falls.
