Panormus became thenceforth one of the chief stations of the Romans in Sicily. The war by land, nevertheless, made no progress; the two armies stood face to face before Lilybaeum, but the Roman commanders, who knew not how to encounter the mass of elephants, made no attempt to compel a pitched battle.

Moreover, the position taken up by Scipio, and the circumstance of the Cenomani threatening the borders of the Insubres, hindered the main body of the Gallic insurgents from directly joining the enemy, and gave to the second Roman army, which meanwhile had arrived at Ariminum from Lilybaeum, the opportunity of reaching Placentia through the midst of the insurgent country without material hindrance, and of uniting itself with the army of the Po.

Indeed, in open violation of the treaties Carthage had even proposed to the king a separate peace, offering, in return for the undisturbed possession of Lilybaeum, to give up all claim to her other Sicilian possessions and even to place at the disposal of the king money and ships of war, of course with a view to his crossing to Italy and renewing the war against Rome.

When the Carthaginian vice-admiral, Carthalo, who with a hundred select ships blockaded the Roman fleet in the port of Lilybaeum, received the intelligence, he proceeded to the south coast of the island, cut off the two Roman squadrons from each other by interposing between them, and compelled them to take shelter in two harbours of refuge on the inhospitable shores of Gela and Camarina.

Now when the tumult in the city was allayed, an additional letter was brought from Sicily, from Titus Otacilius, the propraetor, stating, "that the kingdom of Hiero was being devastated by the Carthaginian fleet: and that, being desirous of affording him the assistance he implored, he received intelligence that another Carthaginian fleet was stationed at the Aegates, equipped and prepared; in order that when the Carthaginians had perceived that he was gone away to protect the coast of Syracuse, they might immediately attack Lilybaeum and other parts of the Roman province; that he therefore needed a fleet, if they wished him to protect the king their ally, and Sicily."

It was discovered from the prisoners that, besides the twenty ships, to which fleet they belonged, and which had been despatched against Italy, thirty-five other quinqueremes were directing their course to Sicily, in order to gain over their ancient allies: that their main object was to gain possession of Lilybaeum, and they believed that that fleet had been driven to the islands Aegates by the same storm by which they themselves had been dispersed.

The senate replied that Rome was ready to guarantee to the Carthaginian community its territory, its municipal freedom and its laws, its public and private property, provided that it would furnish to the consuls who had just departed for Sicily within the space of a month at Lilybaeum 300 hostages from the children of the leading families, and would fulfil the further orders which the consuls in conformity with their instructions should issue to them.

Hasdrubal son of Hanno landed at Lilybaeum with a strong force, which was enabled, particularly by its enormous number of elephants amounting to 140 to keep the field against the Romans: the last battle had shown that it was possible to make up for the want of good infantry to some extent by elephants and cavalry.

A crowd of persons of every description had assembled in the harbour to view the spectacle; not only the inhabitants of Lilybaeum, but all the deputies from Sicily, who had come together out of compliment to witness the departure of Scipio, and had followed Marcus Pomponius, the praetor of the province.

Octavian himself, with one division, purposed to attack the northern coast of Sicily, while a second squadron was assembled at Tarentum for the purpose of assailing the eastern side. Lepidus, with a third fleet from Africa, was to assault Lilybaeum.
