When the nations of Europe were young, science was in its infancy; the art of civil government was imperfectly understood; property was inadequately protected; the labourer knew not who would reap what he had sown, and the teeming earth yielded her produce grudgingly to the solicitations of an ill-directed and desultory cultivation.

It is the interest of the farmer, that his work should be done with effect and celerity: and that cannot be, unless the labourer is well fed, and otherwise found with such necessaries of animal life, according to his habitudes, as may keep the body in full force, and the mind gay and cheerful.

The price named was a good and tempting one, far more indeed than the land was worth; but when the money was spent he would have nothing for it but to become a mere labourer, or else to enlist, and he did not fancy either alternative, while he could manage to live, as his father did before him, on his patch, which spade-labour made remunerative.

It was as big as a house, yet consisted of no more than a roof carried upon half a dozen tall, brick pillars. But densely packed under that roof was a great stack of hay that promised a warm couch on so cold a night. The men, therefore, on the exercise of whose directive ability the productive efficiency of a modern nation depends, would occupy, with regard to any nation organised on socialistic principles, a position fundamentally different from that of the ordinary labourer.

The note-book was taken by the labourer to his master, who in turn showed it to Dr. J. H. Atherton, of Hartfield. This gentleman at once recognized the need for an expert examination, and the manuscript was forwarded to the Aero Club in London, where it now lies. The first two pages of the manuscript are missing.

The master presides at the table, and blesses the meat with the air of a father of his people. Although workmen in Germany are little better than old apprentices, this daily and familiar intercourse has the effect of breaking down the formal barriers which in England effectually divide the capitalist and the labourer.

It were far more agreeable to foster the feeling that this age is in advance of any other, that we are at the front of the world's progress. So we are in many matters, but those matters are all bent toward one thing making haste. Economy of time occupies the attention of scientist, inventor, labourer.

Those who really wish well to the labourer cannot do better than see that he really has beer to drink real beer, genuine brew of malt and hops, a moderate quantity of which will supply force to his thews and sinews, and will not intoxicate or injure. If by giving him a small money payment in lieu of such large quantities you can induce him to be content with a little, so much the better.
