Success was now impossible, and the enterprise was abandoned. Loudon, with his troops, sailed back to New York; and Admiral Holbourne, who had been joined by four additional ships, sailed for Louisbourg, in hopes that the French fleet would come out and fight him. He cruised for some time off the port, but Lamotte, the French admiral, would not come out.

The government of Great Britain, roused by this information, immediately took the most expeditious methods for equipping a squadron; and towards the latter end of April, admiral Boscawen sailed with eleven ships of the line and one frigate, having on board a considerable number of land forces, to attend the motions of the enemy; but more certain and particular intelligence arriving soon after touching the strength of the French fleet, which consisted of twenty-five ships of the line, besides frigates and transports, with a great quantity of warlike stores, and four thousand regular troops, commanded by the baron Dieskau, admiral Holbourne was detached with six ships of the line, and one frigate, to reinforce Mr.

Holbourne sailed with his fleet for Louisbourg, and after a half-hearted attempt to draw the French fleet, then safely moored under the guns of the town, into an engagement, even the elements combined against him, and when he had lost a number of his vessels on the rocky Cape Breton coast, he returned to England to tell the story of his failure.

He drew in the troops from the northern frontier, concentrated them in New York, and laid an embargo on shipping to keep a secret which was already out. Finally, he and Sir Charles Hardy sailed for Halifax to keep their rendezvous with Holbourne, from whom no news had come.

Fifteen ships-of-the-line and three frigates, under the orders of Admiral Holbourne, and twelve thousand troops under the command of Earl Loudoun himself, assembled in the harbour of Halifax in the July of 1757; but, owing to the absence of energy and celerity of movement from the very day the project was decided upon in England until after the arrival of the fleet in America, the French were able to get reinforcements of ships and men into Louisbourg, and the English admiral and general came to the resolve so strange for Englishmen in time of war to run no risk in attacking the fortress.

With that intuitive sagacity which he possessed above most men for recognising ability in others for the purpose in view, he chose General Amherst, Admiral Boscawen, and Brigadier-General Wolfe, not because of their aristocratic or political influence, but because of their military capacity, the want of which in Loudoun and Holbourne had brought disaster upon the English arms.

A great delay had taken place at home, in consequence of ministerial changes, and it was not until the 5th of May that fifteen ships of the line and three frigates, under Admiral Holbourne, with 5000 troops on board, sailed from England for Halifax, where Loudon was to meet him with the forces from the colony.

Holbourne and his fleet had not yet appeared; but his ships soon came straggling in, and before the tenth of July all were at anchor before the town. Then there was more delay. The troops, nearly twelve thousand in all, were landed, and weeks were spent in drilling them and planting vegetables for their refreshment.

Admiral Holbourne made a silly demonstration of his fleet off the harbor of Louisburg, approaching within two miles of the batteries, but retired on seeing the French admiral preparing to unmoor.
