We shall spend months on them if we can get permission from the government. That will be the one obstacle to our inland voyaging governmental permission. But if we can get that permission, there is scarcely a limit to the inland voyaging we can do. When we come to the Nile, why we can go up the Nile.

Bolivar had nothing to do but to obey; it was a matter of his own conscience, even more than of the demands of the people. He had full power in governmental matters, but he decided to exercise it with due consultation and only during the crisis through which Colombia was passing. Bogota received him with unusual enthusiasm.

It permitted them in time of peace to live well apart, with plenty of room between, so that they did not crowd one another a fact much appreciated by men in whose hearts the spirit of extreme independence and self-reliance was deeply ingrained. Thus the settlers were scattered over large areas, and, as elsewhere in the southwest, the county and not the town became the governmental unit.

The like is also true, of course, as regards that system of habits of thought, that current frame of mind, in which any given institutional scheme necessarily is grounded, and without the continued support of which any given scheme of governmental institutions or policy would become nugatory and so would pass into the province of legal fiction.

The fact, in illustration of the truth of this remark, deserves to be noticed that the revenues of the Government, amounting in the last four years to upward of $120,000,000, have been collected and disbursed through the numerous governmental agents without the loss by default of any amount worthy of serious commentary.

The next day, Sunday, the proclamation of the candidates took place. They were three: Moncada, Governmental; Garcia Padilla, Liberal; and San Roman, Republican. San Roman was the old Republican bookseller; it was sure beforehand that he couldn't win, but it suited Caesar that he should run, so that the Workmen's Club elements should not vote for the Liberal candidate.

We should, however, continue to investigate and study the possibilities of a carefully planned development of promising projects, logically of governmental concern because of their physical magnitude, immense cost, and the interstate and international problems involved. Only in this way may we be fully prepared to meet intelligently the needs of our fast-growing population in the years to come.

Hence, if the analogy of the body politic with the body physiological counts for anything, it seems to me to be in favour of a much larger amount of governmental interference than exists at present, or than I, for one, at all desire to see.
