This favorable issue was in no small measure due to the endeavors of the "Deputies of the Jewish People," in particular to Sonnenberg, the deputy from Grodno. These deputies, who were present in St. Petersburg at that time, addressed themselves to Golitzin, the Minister of Ecclesiastical Affairs, protesting against the ritual murder libel.

At about this time the newly appointed premier, Golitzin, who had succeeded Trepov, telephoned his resignation to the Duma. The other members of the cabinet had disappeared. That afternoon the Duma appointed a committee of twelve members, representing all parties, which should represent its authority and should assist the revolutionary organizers in maintaining order.

My introduction to Princess Sophy Golitzin, in Moscow, was of such a sort that we at once received an invitation from her to meet her choicest friends, at her house the next day. When we arrived, we found some thirty or forty charming Russians in a long, handsomely furnished salon, all speaking their own language.

Golitzin thereupon again prorogued the Duma; but, like the French National Assembly in 1789, it refused to disperse, and declared itself the sole repository of constitutional authority. On the 12th Household troops improved upon the example of the Pavlovsk regiment, and shot their more unpopular officers when ordered to fire on the people.

Golitzin, a Christian pietist, who was nevertheless profoundly averse to narrow ecclesiastic fanaticism, decided to strike at the root of this superstitious legend which was disgracing Poland in her period of decay and was about to fall as a dark stain upon Russia.

In 1817, as a result of the energetic representations of "the Deputies of the Jewish People," Sonnenberg and his fellow-workers, the Minister of Ecclesiastical Affairs, Golitzin, gave orders that the ukase which had just been issued by him, forbidding the arbitrary injection of a ritual element into criminal cases, be strictly enforced in the Kingdom of Poland.

Rather they were roused to further action, and on 8 January Trepov gave place to Prince Golitzin, a mere agent of obstruction, while Protopopov proceeded with his measures to provoke disorder. The Duma was prorogued and machine guns made in England were diverted from the front to dominate the capital.
