The whole idea that Germany's achievement has been such as to warrant any attempt on our part to model our institutions on her pattern seems to me to fall to pieces as soon as one looks calmly at the actual results produced by the different systems.

By the way, the famous skating scene in the Prophete was part of the original production in Paris of 1849, and yet we think roller-skating an invention of yesterday. I had German lessons from a Professor Hentze. This old man was the first example of a militant German that I had come across. He was always talking of Germany's inevitable and splendid destiny.

He prophesies that the whole carpet industry of Western Asia, "from which English and other foreign firms in Smyrna now draw such enormous profits," will soon be concentrated round Urfa in German hands. From Armenia's evil, apparently, springs Germany's good but in 1911 Dr. Rohrbach did not foresee the catastrophe of 1915.

They did not spring from the imagination of an Edgar Allan Poe, but arose in the minds of Germany's brutal peasantry and bloodthirsty working classes, who together every year commit in times of peace 9,000 acts of brutal, immoral bestiality, and maliciously wound 175,000 of their fellow German citizens.

This latter condition the English Government failed to fulfil in the cases of the Bundesrath, Herzog and General, and it was this failure which gave just ground for Germany's protests.

Was he for Germany's sake taking advantage of her affection for him to make her the unwitting custodian of some secret too perilous for him to carry about with him? Perhaps that little parcel she was carrying in the bosom of her gown contained the code he and his uncle used?

But on the 31st Germany revoked her promise given on 4 May 1916 that vessels other than warships would not be sunk without warning, and announced her resolve forthwith to wage submarine war without any restriction. Later on Herr Bethmann-Hollweg stated that the promise had only been given because Germany's preparations were incomplete, and was revoked as soon as they were ready.

'I arrive here often full of grievances and wrath against everybody hating the Government hating the War Office hating our own staff, or somebody on it entirely and absolutely persuaded that the country is going to the dogs, and that we shall be at Germany's mercy in six months. Well, there you sit I don't know how you manage it! but somehow it all clears away.

For years the newspaper press of England had been divided over Germany's ambitions, precisely as, according to their political colour, they had been divided over Tariff Reform or Home Rule for Ireland.

He ignores the economic and geographical conditions which give us a feeling of content and Germany a profound feeling of discontent and a dangerous ambition. The German character is not in itself inferior to ours, and it were well for us to fancy ourselves in Germany's position and wonder if we would have acted otherwise.
