The fleet under Villeneuve was at large, so was that under Lallemand, who had superseded Missiessy, so was the force of Gravina and another Spanish admiral; but Ganteaume had failed to elude the vigilance of that hero of storms, Cornwallis. Napoleon arrived at Boulogne on the 3rd of August, and reviewed his troops, in a line on the beach some eight miles long.
The 21 French ships under Ganteaume at Brest, the strategic center, were closely blockaded by Cornwallis, whose force, by Admiralty orders, was not to fall below 18 of the line. A small squadron had been watching Missiessy's 5 ships at Rochefort and upon his escape in January had followed him to the West Indies.
Under Cornwallis and Gardner it was maintained in such a way as to deny, so far as human effort could go, all possibility of exit without fighting. In spite of the importance of dealing with the enemy's squadrons in detail no risks were taken to bring Ganteaume to decisive action. Our first necessity was absolute local command.
The nine weeks' cruise of Ganteaume in the Mediterranean, in 1808, also illustrates the difficulty of controlling a fleet which has been permitted to get out, unwatched by a strong force, even in such narrow waters.
When, in the summer of 1799, our general-in-chief had determined to leave his army of Egypt to its destiny, Ganteaume equipped and commanded the squadron of frigates which brought him to Europe, and was, after his consulate, appointed a Counsellor of State and commander at Brest.
Then a barely superior squadron did succeed in preventing Ganteaume's exit, but though the squadron actually employed was barely superior, it had ample fleet reserves to sustain its numbers in efficiency. It was, moreover, only for a short time that it had to deal with any real effort to escape. After May 20th, Ganteaume was forbidden to put to sea.
Let Ganteaume get out, and he will judge the point. Public opinion will be settled. I am about to set out, but I know not what I shall do. Eight vessels are in view of the coast at a few leagues' distance. They will follow us, but I shall not be able to join them, and they will go to unite with the other squadrons before Brest or Cadiz, according as I make my way to one or other of those ports.
Ganteaume does not possess either the intriguing character of Truguet or the valorous one of Villeneuve. Before the Revolution he was a mate of a merchantman, but when most of the officers of the former royal navy had emigrated or perished, he was, in 1793, made a captain of the republican navy, and in 1796 an admiral.
Last June, when he expected a probable junction of the fleet under Villeneuve with the squadron under Admiral Winter, and the union of both with Ganteaume at Brest, Murat was to have had the chief command of the united French, Spanish, and Batavian fleets, and to support the landing of our troops in your country; but the arrival of Lord Nelson in the West Indies, and the victory of Admiral Calder, deranged all our plans and postponed all our designs, which the Continental war has interrupted; to be commenced, God knows when.
At present it bids fair to become one of the deciding factors in determining the final issue of this war. The first authentically known case of an attack without warning by a German submarine against an allied merchantman was the torpedoing of the French steamship Amiral Ganteaume on October 26, 1914, in the English Channel. The steamer was sunk and thirty of its passengers and crew were lost.
