She has somewhere spoken admirably of the variety and balance of forces which go to make up true civilization; "certain forces of weakness, docility, attractiveness, suavity, are here just as real forces as forces of vigor, encroachment, violence, or brutality."

But as it went on naturally growing, seldom appearing to make much noise, unless there was a man very near it, and even then keeping him from doing any harm outside the disturbance that he lives in without so much as a council called, they tolerated this encroachment.

He fights his way to his position of supremacy, and holds it by punishing upon the slightest provocation, real or fancied, any encroachment upon his autocratic prerogatives. Likewise he dis- ciplines the pack when he thinks they need it or when he feels like it, and he is always the ringleader in mischief. When there is an outcast he is a doomed dog.

But the old Manitou, though, daunted like his children by the approach of the fire-ships which he probably considered demons of a new dynasty, he had suffered his woods to be felled to feed their pride, had been less patient of an encroachment, which did not to him seem so authorized by the law of the strongest, and had scattered those leaves as carelessly as the others of that year.

This is the very essence of free political institutions. The spirit of liberty is, indeed, a bold and fearless spirit; but it is also a sharp-sighted spirit, it is a cautious, sagacious, discriminating, far-seeing intelligence; it is jealous of encroachment, jealous of power, jealous of man.

But whether this were a gradual encroachment of the regal upon the spiritual power, I had rather leave others to dispute.

This, however, could not be said of our chief mate; and he was very jealous of any encroachment upon the borders of his authority. On Monday morning, the captain told him to stay the fore-topmast plumb.
