Britain is an emergent mass of land rising from a submarine platform that attaches it to the Continent of Europe. The shallowness of its waters shallow relatively to the profundity of ocean deeps is most pronounced off the eastern and south-eastern coasts; but it extends westward as far as the isles of Scilly, which are isolated mountain-peaks of the submerged plateau.

He sought nothing he asked nothing from public bodies or from the people, but he recognized the obligation resting on every citizen to serve his country; and when an emergent case occurred, and he was called out by the people, he never declined office, but entered into it at every personal sacrifice, performing its duties with such success and such ability as to leave an impression upon the times in which he lived.

There outside, in the nipping wintry air, he could hear the sounds of a liberty he no longer shared: the trotting of cab-horses, the cry of newsboys, the whiffle and hoot of motor-cars. Up through the bare trees of the park swam a soft radiance of light from the lamps below, and emergent like a full moon on a misty sky the face of the great Parliament clock dawned luminous to his gaze.

I shook my ears like an emergent diver, and had a sudden vision of how still and sunny and solemn, how peculiarly and undisturbedly themselves, how secure from any intrusion less sympathetic than one's own, certain outlying parts of Rome must just then be.

Nor were the magistrates deficient in performing their part as boldly as they promised it; for my Lord Mayor and the sheriffs were continually in the streets and at places of the greatest danger, and though they did not care for having too great a resort of people crowding about them, yet in emergent cases they never denied the people access to them, and heard with patience all their grievances and complaints.

And finally, as it is impossible that the prince and the interests which it is his mission to defend should consent to diminish and disappear before emergent principles and new rights posited, it follows that progress, after being accomplished in the mind insensibly, is realized in society by leaps, and that force, in spite of the calumny of which it is the object, is the necessary condition of reforms.

A little consideration, however, will render it evident that, as long as the vibrations are executed at right angles to each other, they cannot quench each other, no matter what the retardation may be. This brings us at once to the part played by the analyzer. Its sole function is to recompound the two vibrations emergent from the gypsum.

Indeed, the very creations of the emergent force, industrialism and democracy, while they were the betrayal of the many were the opportunity of the few, taking the place, as they did, of the older creeds of specifically Christian society, and inviting those who would to work their full emancipation and so become the servants of God and mankind.

The safe life in the old order, where one did this because it was right, and that because it was the custom, when one shunned this and hated that, as lead runs into a mould, all that is passing away. And presently, as the new century opens out, there will become more and more distinctly emergent many new cultures and settled ways.

His Millennium was earthly, human; his philosophy sunny, untroubled by Dantesque depths or shadows; his campaign unmartial, constitutional, a frank focussing of the new forces emergent from the slow dissolution of Feudalism and the rapid growth of a modern world. Towards such a man the House of Commons had an uneasy hostility. He did not play the game.
