The general introduction of the eight-hour day should be the goal toward which we should steadily tend, and the Government should set the example in this respect. Strikes and lockouts, with their attendant loss and suffering, continue to increase.

The alien contract law is shown by experience to need some amendment; a measure providing better protection for seamen is proposed; the rightful application of the eight-hour law for the benefit of labor and of the principle of arbitration are suggested for consideration; and I commend these subjects to the careful attention of the Congress.

Instead of wasting their breath in expressions of self-admiration, in threadbare platitudes about the nobility and rights of labor, in appeals to the omnipresent politician, in complaints against labor-saving machinery, in talk about the Eight-Hour law, it would be more encouraging if they would try to supplant foreign workmen by simply excelling them in workmanship, and try to find employment by the creation of new industries.
