The expedition was the fruit of an age and a people eager for adventure, for gain, for glory, and for the conversion of barbaric peoples to the Christian faith. The Spaniards were established in the West Indian Islands, and sought further extension of their dominions in the West, whence rumours of great treasure had reached them.

We had a sort of ceremonial on Saturday the 19th. I went to Kowloon, and proclaimed formally the annexation of that territory to the dominions of the Queen. If we inquire into the suspicions of our fellow-subjects, we shall find them generally disturbed with fears that they shall be sacrificed to the security of foreign dominions, and, therefore, it is necessary to recall their affection to his majesty where it is impaired, and confirm their confidence where it has been hitherto preserved, by showing, in the most publick manner, how vainly they have been disquieted, and how grossly they have been mistaken.

But now we see and find by experience, that those places which were then weak and unfortified, are since fortified, so that it is to no purpose for us to attempt annoying the king of Spain now in his dominions in the West Indies.
