I have considered in this book as tersely as possible most of the factors of civilisation in Japan. Let me briefly deal with this matter of law and order. When the Revolution was effected in 1868 the whole legal procedure of the country was thrown more or less into a condition of disorganisation. Prior to 1868, as my readers will have seen, feudal principles prevailed in Japan.
The suddenness of their emancipation, and the consequent disorganisation of their social life, could not but involve a good deal of suffering. In regard to the general condition of the coloured people at the time in question, Mr F. J. Loudin says: "They were homeless, penniless, ignorant, improvident unprepared in every way for the dangers as well as the duties of freedom.
In a word, dismay, disorganisation, despair, pervaded in all directions the wisest, the greatest, and the richest nation in the world.
This theory of the meaning of the impending calamities is supported by the prophets by those denunciations of the national sins which give so gloomy a complexion to their works. Among the national delinquencies the disorganisation and apparent wilfulness shown in worship have a prominent place. Worship is not what the service of Jehovah ought to be.

Considering the fact that so many of the bishops were engaged in the service of the State to the neglect of their duties in their dioceses, and bearing also in mind the selfish use made too frequently of the rights of lay patronage and the disorganisation to which even the most enlightened use of such patronage was likely to lead, it is little less than marvellous that the great body of the clergy were as educated, zealous, and irreproachable as they can be proved to have been.
Deficiencies in commissariat and transport; the disorganisation of the army after the victory; the difficulties of a direct attack upon Washington, defended as it was by a river a mile broad, with but a single bridge, and patrolled by gunboats; the determination of the Government to limit its military operations to a passive defence of Confederate territory, have all been pressed into service as excuses.
So that, though the intensifying trouble between labour and capital may mean immense social disorganisation and lawlessness, though it may even supply the popular support in new attempts at secession, I do not see in it the possibility and force for that new start which the revolutionary Socialists anticipate; I see it merely as one of several forces making, on the whole and particularly in view of the possible mediatory action of the universities, for construction and reconciliation.
