The shields and the clubs are elaborately worked, but almost always without any representation of plants, animals, or the human figure. As a rule the decorations take the simple shape of the 'herring-bone' pattern, or such other patterns as can be produced without the aid of spirals, or curves, or circles. There is a natural and necessary cause of this choice of decoration.

The President may, according to law, declare Martial Law. Art. 27. The President may confer titles of nobility, decorations and other insignia of honour. Art. 28. The President may declare general amnesty, special pardon, commutation of punishment, or restoration of rights. In case of general amnesty the approval of the Li Fa Yuan must be secured. Art. 29.

MacDonald was glad to have invited him. Probably in all their lives the Friendlessers never forgot the wonderful table to which they were led when refreshments were served, and which they talked of for weeks afterward. Here there was no stint and the decorations were made as beautiful as possible.

The first and mildest was to take the victim through the "Catacombs," as we called the galleries and connecting passages of our mine. This had the advantage of rendering his cuffs and decorations less conspicuous and giving him in five minutes all the war-worn appearance of a veteran.

The mourner cannot always be sad, or the bride merry; the bride indeed sometimes weeps at the altar, and the mourner laughs a savage cynical laugh at the grave; but for those moments in which they awhile forget parts more important than themselves, the tailor and the dressmaker have provided symbolical garments, just as military decorations have been provided for heroes without the gift of looking heroic, and sacerdotal vestments for the priest, who, like a policeman, is not always on duty.

It seems a natural instinct, which makes the bereaved care lovingly for the very grave, and which makes the mother keep locked up the little shoes worn by the little feet, relics hid from the vulgar eye. The instinct has become a little more morbid, when it has preserved the room of a dead mother, with its petty decorations and ornaments as she left them.

From the palace one passes into the garden and into a low building, which has the most ornate decorations in all the rooms, even below the ceilings, and so also the halls, chambers, and anterooms, all adorned by the same hand.

There were four artillery batteries with an armament of fifteen cannon. Then came the Executive Committee followed by two companies of dragoons, each preceded by a band; the medical staff of fifty members, the Committee of 1851, some half a hundred strong, and four regiments of infantry. San Francisco was ablaze with decorations, vibrant with enthusiasm.

And the effect of the groups of multitudinous actors in this busy cheerful drama is heightened, as it were, by the decorations of the stage. The sky is delightfully brilliant; all the houses and ornaments are stately; castle and palaces are rising all around; and the flag, towers, and walls of Fort St. Elmo look as fresh and magnificent as if they had been erected only yesterday.

The furnishings were completed, even to the Kodiak and polar-bear rugs, in time to entertain a house-party at Christmas. Marcia, who came home for the event, arrived early enough to take charge of the final preparations, but the ideas that gave character to the lavish decorations were Beatriz Weatherbee's.
