This evil, for it was an evil, resulted from the political stagnation in a country where one dominant permanent issue overshadowed all others. There being no Unionist candidature possible in the majority of constituencies, any contest was deprecated and from some points of view rightly as leading to possible faction between Nationalists.

The king preserved his composure, and announced an immediate prorogation of parliament with a view to its dissolution, and an appeal to the country on the great question of reform. Such an appeal could only be made to constituencies under threat of thorough reconstruction or total extinction, but from this moment the ultimate issue ceased to be doubtful.

I shall take another opportunity of entering, recording only now my opinion, that in the present arrangement of the constituencies, even the ballot would favour the power of the natural aristocracy, and that, if the ballot were simultaneously introduced with a fair and not a factious extension of the suffrage, it would produce no difference whatever in the ultimate result.

The candidates only said they would vote with Mr. Gladstone, and the constituencies only chose those who said so. Even the minority could only be described as anti-Gladstone, just as the majority could only be described as pro-Gladstone.

'This was possible, because in India there are neither political parties nor popular constituencies to be considered, and hardly any reputation is to be got by making speeches. Moreover, everyone is a man under authority, having others under him. In one of his many curious conversations with native scholars, Mr.
