At the beginning of his reign, in 976, Samuel had control only over the territory which is now known as Macedonia, but soon he united to it all the old Empire of Bulgaria, and stretched the sway of his race over much of the land which is now comprised in Albania, Greece, and Servia.

In effect they were as follows: The Beaconsfield Cabinet strongly objected to the proposed wide extension of Bulgaria at the expense of other nationalities, and suggested that the districts south of the Balkans, which were peopled almost wholly by Bulgarians, should not be wholly withdrawn from Turkish control, but "should receive a large measure of administrative self-government . . . with a Christian governor."

The mere entrance, even of a great nation like our own, into the war, means nothing in a military way unless backed by military power. And there must be no German peace. The old regime, left in control of Germany, of Bulgaria, of Turkey, would only seek a favourable moment to renew the war, to strive again for the mastery of the world.

He was fond of ostentation, and full of ambition. He was a personal coward, but extremely cunning. During his long reign he built up Bulgaria into a powerful, independent kingdom, and even assumed the title of Czar of Bulgaria.

Greek armed bands came into collision with Bulgarian bands, and in order to calm these disturbances by thoroughly effectual means, irregular Turkish troops were sent into Bulgaria, charged with the command to 'stop the row, but with no other instructions.

During the first part of the Turkish campaign of 1877-78, when the Russian armies were repulsed in Bulgaria and Asia Minor, the hostility to autocracy was very strong, and the famous acquittal of Vera Zasulitch, who had attempted to assassinate General Trepof, caused widespread satisfaction among people who were not themselves revolutionaries and who did not approve of such violent methods of political struggle.

When the war between the Balkan States and the Turkish Empire was brought to a close for the time being by an armistice signed on the battlefield of Chatalja, to which Bulgaria, Servia, and Turkey were parties, and by the summoning of the Conference of London, to which Greece also was a party, the prospects for Bulgaria's future were singularly bright.

He saw, over and over again, the diplomacy of the Germans thrusting Austria forward to a paramount position in the Balkans, and with his own eyes he saw the Germans in Bulgaria and Turkey fastening their hold upon those important countries. If Russia weakened, Germany would be master of the world.

The savage countries of Hungary and Bulgaria were whitened with their bones: their vanguard was cut in pieces by the Turkish sultan; and the loss of the first adventure, by the sword, or climate, or fatigue, has already been stated at three hundred thousand men.
