For treaties must be respected. And the argument is sound. On the other hand, they were bound by a similar treaty to give Rumania the whole Banat, the Rumanian districts of Hungary and the Bukovina as far as the river Pruth. But at the Conference they repudiated this engagement. In 1916 they stipulated that if Rumania entered the war they would co-operate with ample military forces.

I saw the British wounded arrive from Neuve Chapelle at Boulogne; I saw the Russian wounded in the retreat from the Bukovina; I saw the Belgian wounded in the Antwerp retreat, and the German wounded in East Prussia, but the wounded of the Prussian Guard at Potsdam surpassed in sadness anything I have witnessed in the last two bloody years.

Being practically on the frontier for the Borgo Pass leads from it into Bukovina it has had a very stormy existence, and it certainly shows marks of it. Fifty years ago a series of great fires took place, which made terrible havoc on five separate occasions.

Further details respecting such relations were still unknown. Our reply was: we would not give up Galicia to Poland, Transylvania and the Bukovina to Roumania, and Bosnia together with Herzegovina to Serbia, in return for a vague promise of the closer relations of those states with the pitiful remains left to us of the Monarchy. We were not impelled thereto by dynastic interests.

It is obvious that the fate of the small province of Bukovina is bound up with that of Galicia; and in such circumstances as we have just indicated, it would doubtless be divided between Russia and Roumania on broad ethnographical lines, the northern districts being Ruthene, the southern Roumanian.

Certain it is that Roumania, while declining all temptations to join the central powers, has also rejected the Russian invitation to occupy the Bukovina, and has actually approached Hungary with a view to securing the restoration of Transylvanian autonomy.

I reported that the Ukrainians had originally demanded the cession of East Galicia, but that I had refused this. With regard to the Ruthenian districts of Hungary also they had made demands which had been refused by me. At present, they demanded the division of Galicia into two parts, and the formation of an independent Austrian province from East Galicia and Bukovina.

As I looked back I saw the steam from the horses of the coach by the light of the lamps, and projected against it the figures of my late companions crossing themselves. Then the driver cracked his whip and called to his horses, and off they swept on their way to Bukovina. As they sank into the darkness I felt a strange chill, and a lonely feeling come over me.

In 1846, however, they persuaded an outcast bishop to join their ranks, and founded a See at Bielokrinitzkaga, in Austrian Bukovina, beyond the Russian Empire; from thence the succession was handed down, and now after long decades of waiting, they have bishops and priests of their own.
