The areas and resources of the existing Unions are in most cases too limited, and the numbers of necessitous persons too small, to warrant the present Boards of Guardians in erecting as many types of institutions as there are classes of inmates. The break-up of the workhouse system involves, of necessity, the establishment of larger areas of administration.

That is why even serious German thinkers, blinded by the idea of culture, expected the break-up of the British Empire. They could imagine Indians giving their lives for India, Boers for a Dutch South Africa, Irishmen for Ireland or Ulstermen for Ulster; but the deeper moral appeal which has thrilled through the whole Empire, down to its remotest island dependency, lay beyond their ken.

It was but now and then that a handful of brave men, together with a few from the foreign legion, had made a short resistance at some pass or ford; and these were the only experiences, during the time of that gradual break-up, to which he could look back with any satisfaction.
