The negro slaves have much augmented in the eastern plantations; but the fact that, notwithstanding the importation of 185,000 bozal negroes, the mass of men of colour, free and slaves, has not augmented, from 1811 to 1825, more than 64,000, or one-fifth, shows that the changes in the relation of partial distribution are restrained within narrower limits than one would at first be inclined to admit.

The outcome was that while the settling of the encomienda problem was indefinitely postponed, authorization was promptly given for a supply of bozal negroes. The crown here had an opportunity to get large revenues, of which it was in much need, by letting the slave trade under contract or by levying taxes upon it.

Their number, however, was soon reduced to two at the very commencement. Larionoff returned home after the first battle of Bozal, where the rebels proved victorious, whilst Bibikoff died from the hardships of the winter campaign. Galiczin and Michelson alone remained.

The lay spokesmen and the Jeronimites asked that provision be made for the sending of thousands of negro slaves, preferably bozal negroes for the sake of cheapness and plenty; and the supporters of this policy were able to turn to their use the favorable impression which Las Casas was making, even though his programme and theirs were different.

I have heard it coolly discussed whether it were better for the proprietor not to subject the slaves to excessive labour and consequently to replace them less frequently, or to draw all the advantage possible from them in a few years, and replace them oftener by the acquisition of bozal negroes. Such are the reasonings of cupidity when man employs man as a beast of burden!

The number of negroes who reached the islands under this régime is not ascertainable. It was clearly almost negligible in comparison with the increasing demand. The policy of excluding negroes fresh from Africa "bozal negroes" the Spaniards called them was of course a product of the characteristic resolution to keep the colonies free from all influences hostile to Catholic orthodoxy.

The Swede had already gained fame in the Turkish campaign from his swift and daring deeds, and when he started from the Fort of Bozal against the rebels his sole troops consisted of 400 hussars and 600 infantry, with four guns. With this small force he started to the relief of the Fort of Ufa.

The bozal negro was easily to be distinguished from the Creole. It is interesting to trace their love of alliteration and a concord of sounds in this mongrel French, which became a new colonial language. The bright and sparkling French appears as if submitted to great heat and just on the point of running together.
