Athens, in particular, gradually came to regard herself as a pre-eminent power, to which the other States were to be tributary. Her empire, based on maritime supremacy, became a tyranny to which it was hard for the old allies to submit. Sparta had thus far taken the lead among the Grecian States, and Athens had submitted to it in the Persian invasion.

From the point of view of training the mind, of giving that well-informed, impersonal outlook which constitutes culture in the good sense of this much-misused word, it seems to be generally held indisputable that a literary education is superior to one based on science.

So far as they will join hands with us in keeping undefiled the traditions of our forefathers, to that extent we are heartily in accord with them, but when they seek to override those traditions and to fasten upon this community a method which is based on a lack of confidence in democratic theories, then I and gentlemen, I feel sure that you are against them."

It is not upon any special features, then, that these largest divisions of the animal kingdom are based, but simply upon the general structural idea. Striking as this statement was, it was coldly received at first by contemporary naturalists: they could hardly grasp Cuvier's wide generalizations, and perhaps there was also some jealousy of the grandeur of his views.

There was yet little trade in the modern signification of the term; and money, as current coinage, came into circulation only in the seventh century before Christ. Misery did not exist. Under any patriarchal system, based upon ancestor-worship, there is no misery, as a consequence of poverty, except such as may be temporarily created by devastation or famine.

With a congenital difference of organization, with a new theory of human rights involving a virtual reconstruction of society, with larger views of human destiny, with a virgin continent for them to be worked out in, the American should expect to be misunderstood by the civilizations of the past, based on a quagmire of pauperism and ignorance, or overhung by an avalanche of revolution.

During the period I am speaking of there has been an enormous advance in technical education, resulting in the establishment of splendid special schools, essential to the development of our national resources; a growth of the popular idea that education should be practical, that is, such an education as can be immediately applied to earning a living and acquiring wealth speedily, and an increasing extension of the elective system in colleges, based almost solely on the notion, having in view, of course, the practical education, that the inclinations of a young man of eighteen are a better guide as to what is best for his mental development and equipment for life than all the experience of his predecessors.

Indeed, it is true that every feature of the State polity which that old rascal Lycurgus gave to Sparta must be considered and judged in connection with this grand martial establishment, upon which the Lacedaemonian oligarchy was based, and through which the nefarious attempt to establish oligarchies in all the rest of the world was supported.

It will be remembered that many of the earlier experiments were based on the use of strips of platinum; while other rare metals were the subject of casual trial. No real success was attained in that direction, and for many years the carbon-filament lamp reigned supreme.

The imagination, or phantasy, takes them to the rational soul. When the latter knows them, she becomes identical with them spiritually and not corporeally. We have seen above the Aristotelian distinction between the active intellect and the passive. The account just given is evidently based upon it, though it modifies Aristotle's analysis, or rather it enlarges upon it.
