Autocracy and bureaucracy must perish utterly, in East and West, and, in order that their germs may not re-sprout in the future, they must be discredited in the minds of men.

America to succor and to save, to sacrifice and to sow, rising out of its peaceful slumber to a mighty wrath, magnificent and unquenchable, throwing its vast resources of soil, its endless streams of wheat, into the gulf of war! It was an exalted destiny for a people. Its truth was a blazing affront in the face of age-old autocracy.

Upon the background of fear, in our interpretation of aggressive motives, is erected German autocracy, German ambition and the conception of the absolute State, which may be interpreted as almost a specific fear reaction.

All these meaningless phrases were brought out during the War, according to which, as was said by one of the Prime Ministers of the Entente, the War was the decisive struggle between the forces of autocracy and liberty, between the dark powers of evil and violence and the radiant powers of good and right. To-day all this causes nothing but a smile.

Such a sarcasm, coming from the gifted lady who had aided and abetted the stroke of Fructidor, shows how far that event had falsified the hopes of the sincerest friends of the Revolution. Events were therefore now favourable to a return from the methods of Rousseau to those of Richelieu; and the genius who was skilfully to adapt republicanism to autocracy was now at hand.

And she knew them the more correctly because she consulted her father on all subjects. She was gifted with great firmness, which made her the absolute mistress in her own home. As soon as the latter result was attained, the old notary felt less regret in seeing that his daughter's only domestic happiness lay in the autocracy which usually satisfies all women of her nature.
