The trend of hostile opinion is to regard parliament as an unnecessary middleman, and to advocate in its stead a sort of plebiscitary bureaucracy, a constitution under which legislation drafted by officials would be demanded, sanctioned, or rejected by direct popular vote, and would be discussed, like the Insurance Bill, in informal conferences outside, rather than inside, parliament; while administration by a vast army of experts would be partially controlled by popularly elected ministers; for socialists waver between their faith in human equality and their trust in the superman.

"Under our dear little Uncle Stalin," they said, "this would never have taken place. Our sons and brothers would not have been sent to die so far away from Holy Mother Russia. Down with the enemies of Stalin. Down with the warmongering bureaucracy." The Kremlin hastened to assure the population it was carrying out the wishes of the sainted Stalin.

On the other hand, where the government is founded upon the representative principle, the appearance of bureaucracy is an indication of some imperfection in the organisation of the State itself.

In the prosecution of the war, the abuses which were brought to light among officials, civil and military, heightened the indignation which the corrupt "bureaucracy" the administration by departments, each under its chief provoked. We were just getting to work when some one stole the papers of the League from the house of Count Stépan Lanovitch and sold them to the Government.

'Now, said the first man to his two companions, 'I will give you a practical example of what I meant when I said that Bureaucracy governed mankind. He went up to the wall of the Credit Lyonnais, put the forefinger of either hand against it, about twenty-five centimetres apart, and at a level of about a foot above his eyes.

A popular government installed him in the Post-office, and made the body, in spite of itself, obey the impulse given by the man who united special knowledge with individual vigor and originality. That the Roman aristocracy escaped this characteristic disease of a bureaucracy was evidently owing to its popular element.

About the time of which we write the pension list had just been issued, and on it Rabourdin saw the name of an underling in office rated for a larger sum than the old colonels, maimed and wounded for their country. In that fact lies the whole history of bureaucracy.

Now, in 1917, an experimental and limited measure of local Home Rule is to be tried in Bengal. Though the Report of the Decentralisation Committee was published in 1909, we have not yet arrived at the universal election of non-official Chairmen. Decidedly inefficient is the Bureaucracy under test 2.
