This amendment, after being approved by the Senate Naval Committee, was referred by the Committee on Appropriations to the Secretary of the Navy. He recommended a modification of the measure so as to provide for the appointment of a "Director of Astronomy," to have charge of the astronomical work of the observatory, which should, however, remain under a naval officer as superintendent.

The scientific knowledge of the rishis was very great; in the KAUSHITAKI BRAHMANA we find precise astronomical passages which show that in 3100 B.C. the Hindus were far advanced in astronomy, which had a practical value in determining the auspicious times for astrological ceremonies.

John and on Halls Stream; the distribution of the islands of the St. John and the monuments on them; the guide lines and offsets run by each commission for the survey of the highlands; the azimuths of verification for the survey of the highlands; the latitudes and longitudes obtained from the astronomical observations; the comparative longitudes obtained, and the methods used for the purpose.

At first, I thought that his mind had become so enlarged that it was not sharp enough to observe that the Constitution has limited the punishment, but on reflection I saw that he was as legal and logical as he was ambitious and astronomical; for the Constitution has said "remove from office," and has put no limit to the distance of removal so that it may be without the shedding of a drop of his blood or taking a penny of his property, or confining his limbs.

At that time advance notices of such phenomena were not so widely published as they are now; at the old farm, too, we did not take a daily newspaper. So one of the great astronomical events of the last century had come and gone, and we had not known what it was until it was over.

He thus came near to anticipating Newton. Before leaving the subject of Kepler's optics it will be well to recall that a few years later after hearing of Galileo's telescope, Kepler suggested that for astronomical purposes two convex lenses should be used, so that there should be a real image where measuring wires could be placed for reference.

Their "wisdom and learning" are celebrated by the Jewish prophets Isaiah, Jeremiah, and Daniel; the Father of History records their valuable inventions; and an Aristotle was not ashamed to be beholden to them for scientific data. They were good observers of astronomical phenomena, careful recorders of such observations, and mathematicians of no small repute.

It was thus in sundry of the cases we have quoted as at variance with M. Comte's doctrine. It was thus with the application of Huyghens's optical discovery to astronomical observation by Galileo. It was thus with the application of the isochronism of the pendulum to the making of instruments for measuring intervals, astronomical and other.

No one in these missions for half a century past had doubted the existence of communication between two great systems of rivers; the important point of our voyage was confined therefore to fixing by astronomical observations the course of the Cassiquiare, and particularly the point of its entrance into the Rio Negro, and that of the bifurcation of the Orinoco.

I venture to think that his merit as one of our first astronomical observers will in no way be diminished by the rejection of his theory, and the substitution of one more in accordance with the actually observed facts. A Suggested Experiment to Illustrate the 'Canals' of Mars.
