Our nation's program of social and economic reform is therefore a part of defense, as basic as armaments themselves. Against the background of events in Europe, in Africa and in Asia during these recent years, the pattern of what we have accomplished since 1933 appears in even clearer focus.

We may talk ourselves black in the face over peace and pass up enough platitudes to pave the way to a universal brotherhood of heaven on earth, but in the past good intentions and platitudes have paved the way to an altogether different sort of place. Canada can't dodge that fact. With Panama open come the armaments of the world to the Pacific! How about a merchant marine for Canada?

New Armaments Hasdrubal and Hannibal on the March As in the times of the utmost danger, Rome once more called out twenty-three legions. Volunteers were summoned to arm, and those legally exempt from military service were included in the levy. Nevertheless, they were taken by surprise.

IV. Adequate guarantees given and taken that national armaments will be reduced to the lowest point consistent with domestic safety.

In the deliberative sessions, which were held in Faneuil Hall, the Old South Meeting House, and other places, the first session being opened by an address by Secretary of State John Hay, the following topics, among others, were discussed: the work and influence of the Hague Tribunal; the reduction of the armaments of the nations; education and the peace sentiment.

But the parliament was dealing with men who would not be frightened by words, nor retarded by any scrupulous delicacy. James's, Durham House, Covent Garden, and Palace Yard, surrounded the parliament with their hostile armaments. The parliament, destitute of all hopes of prevailing, retained, however, courage to resist.

Thirdly, in order to maintain armies and navies and armaments, it keeps up taxation and diverts money from social, educational, and other reforms which some people want to postpone.
