It is not that they disagree in detail with any given proposition looking towards a basis of international co-operation, but that in reality they deprecate raising the matter at all. It must be armaments and nothing but armaments with them. If there had been any possibility of success in that we should not now be entering upon the 8,000th or 9,000th war of written history.

That such a small proportion of ships should be taken from the enemy is not at all surprising, when we consider the terrible shocks their commerce had previously received, and the great number of their mariners imprisoned in England; but the prodigious number of British vessels taken by their petty coasting privateers, in the face of such mighty armaments, numerous cruisers, and convoys, seem to argue that either the English ships of war were inactive or improperly disposed, or that the merchants hazarded their ships without convoy.

Would they not be on the same basis if it had never begun? Aside from this is the incentive to employ these vast armaments in the purpose for which they were designed, the effect of creating a military spirit and developing a military caste in each by the nations, a result very likely to be productive of ill effects.

This fundamental standpoint does not exclude the possibility that in a national crisis the tax may be exceptionally applied to other important purposes, as for example to the completion of our armaments on land and sea. There are two objections one economic, the other ethical which may be urged against this right of the State or the Empire to inherit.

By that time I believe German imperialism will be shattered, and it may be possible to anticipate the end of the armaments phase of European history.

It is, indeed, urged with a degree of confidence, which ought, in my opinion, to proceed from stronger proof than has yet been produced, that no hostilities are intended; that our armaments on the continent are an idle show, an inoffensive ostentation, and that the troops of Hanover have been hired only to enrich the electorate, under the appearance of assisting the queen of Hungary, whom in reality they cannot succour without drawing upon their country the imperial interdict.

8 Compose your differences and reduce your armaments, that the burden of your expenditures may be lightened, and that your minds and hearts may be tranquillized. Heal the dissensions that divide you, and ye will no longer be in need of any armaments except what the protection of your cities and territories demandeth.

Although Nabis was enclosed between such powerful armaments on land and sea, and, on a comparative view of his own and his enemy's strength, could scarcely conceive any degree of hope; yet he did not desist from the war, but brought, from Crete, a thousand chosen young men of that country in addition to a thousand whom he had before; he had, besides, under arms, three thousand mercenary soldiers, and ten thousand of his countrymen, with the peasants, who belonged to the fortresses.

Things as they are may be fun for lawyers and politicians and court people and douaniers; they may suit the loan-mongers and the armaments shareholders, they may even be more comfortable for the middle-aged, but what, except as an inconvenience, does that matter to you or me?" Prothero always pleased Benham when he swept away empires. There was always a point when the rhetoric broke into gesture.

Those issues will be whether the new taxation, which is admitted on all sides to be necessary, shall be imposed upon luxuries, superfluities, and monopolies, or upon the prime necessaries of life; whether you shall put your tax upon the unearned increment on land or upon the daily bread of labour; whether the policy of constructive social reform on which we are embarked, and which expands and deepens as we advance, shall be carried through and given a fair chance, or whether it shall be brought to a dead stop and all the energies and attention of the State devoted to Jingo armaments and senseless foreign adventure.
