Not long ago the Dominion Water Power Branch took a census, and found that Canada has available nineteen million horse-power. Of this practically 90 per cent. of the Central Station power is derived from water power, 95 per cent. being in the above-named provinces, which have to import their coal supplies from other provinces and the United States.

And even if public opinion should decide that this feature must be made changeable by ordinary amendment like the rest, it might require 90 or even 95 per cent of the people to pass such an amendment or to call a constitutional convention for the purpose.

It would be the greatest blessing to our day laborers if they could secure an acre of land which they could till in conjunction with their other labor.
