The Guardian of the Cause of God has received your letter of 21 July 1932, telling of your and the other friends’ profound distress on receiving word of this calamity, this dire ordeal, that is, the ascension of the Most Exalted Leaf, that brightest fruit of the Eternal Tree.

No need to dwell on the subsequent history of this momentous case, on the long-drawn out negotiations, the delays and complications that ensued; on the consultations, “over a hundredin number, in which the king, his ministers and advisers took part; on the expressions ofregret,” ofsurpriseand ofanxietyplaced on record at successive sessions of the Mandates Commission held in Geneva in 1929, 1930, 1931, 1932 and 1933; on the condemnation by its members of thespirit of intoleranceanimating the Shí’ah community, of thepartialityof the Iráqí courts, of theweaknessof the civil authorities and of thereligious passion at the bottom of this injustice”; on their testimony to theextremely conciliatory dispositionof the petitioners, on theirdoubtregarding the adequacy of the proposals, and on their recognition of theseriouscharacter of the situation that had been created, of theflagrant denial of justicewhich the Bahá’ís had suffered, and of themoral debtwhich the ‘Iráq Government had contracted, a debt which, whatever the changes in her status as a nation, it was her bounden duty to discharge.

The three invitations which that indefatigable champion of the Faith received to call on Prince Paul and Princess Olga of Yugoslavia at the Royal Palace in Belgrade; the lectures which she delivered in over four hundred universities and colleges in both the East and the West; her twice repeated visits to all German universities with the exception of two, as well as to nearly a hundred universities, colleges and schools in China; the innumerable articles which she published in newspapers and magazines in practically every country she visited; the numerous broadcasts which she delivered and the unnumbered books she placed in private and state libraries; her personal meetings with the statesmen of more than fifty countries, during her three-months stay in Geneva, in 1932, at the time of the Disarmament Conference; the painstaking efforts she exerted, while on her arduous journeys, in supervising the translation and production of a large number of versions of Dr.

The letter dated 5 August 1932, from that spiritual friend has been received by the Guardian of the Cause of God, may our lives be sacrificed for him, and he has been informed of your receiving his telegram regarding the ascension of that matchless fruit of the Tree of Glory, the Most Exalted Leaf.

Ours must be a country of such stability and security as can not fail to carry forward and enlarge among all the people that abundant life of material and spiritual opportunity which it has represented among all nations since its beginning. The Budget for 1932 fiscal year indicates estimated expenditure of about $4,054,000,000, including postal deficit. The receipts are estimated at about $4,085,000,000 if the temporary tax reduction of last year be discontinued, leaving a surplus of only about $30,000,000. Most rigid economy is therefore necessary to avoid increase in taxes.

Parallel with the legal incorporation of these National Assemblies a far larger number of Bahá’í local Assemblies were similarly incorporated, following the example set by the Chicago Bahá’í Assembly in February, 1932, in countries as far apart as the United States of America, India, Mexico, Germany, Canada, Australia, New Zealand, Burma, Costa Rica, Balúchistán and the Hawaiian Islands.

The Japanese penetration of Manchuria then proceeded stage by stage, not without occasional setbacks, until she had occupied the whole of Manchuria from 1932 to 1945. After the end of the second world war, Manchuria was returned to China, with certain reservations in favour of the Soviet Union, which were later revoked. 11 Reform and reaction: the Boxer Rising

In 1887 the redemption was made obligatory for both parties, so that all Communes are now proprietors of the land previously held in perpetual usufruct; and in 1932 the debt will have been extinguished by the sinking fund, and all redemption payments will have ceased. * This does not include the domestic serfs who did not receive land.

The stipulation with regard to the South Manchurian Railway was that China should have the right to buy it back in 1938, and with regard to the Antung-Mukden line, in 1932, by paying the total cost "all capital and all moneys owed on account of the line and interest." And just here Japan is playing a wily game.
