In the beginning of December 1808 we remarked that the Russian courier who passed through Konigsberg and Berlin, was regularly detained four, five, and even six hours on his way to Hamburg. The trading portion of the population, always suspicious, became alarmed at this chance in the courier's hours, into which they inquired and soon discovered the cause.

"I will only speak of what I know," said he. "On a foggy night, in the month of November, 1808, I was a sailor on board a French smuggling-vessel called the Albatros. "We had landed according to a plan formed with the captain of the carabiniers of Elanchovi, on the coast of the Bay of Biscay.

Like the non-importation agreement of 1768 and the embargo of 1808, such a policy was open to the objections familiarly urged against biting off one's own nose. It was injuring one's self in the hope of injuring somebody else. It was perpetuating in time of peace the obstacles to commerce generated by a state of war.

In the summer of 1808 he dismissed from the militia five officers who were reputed to have a connection with that newspaper, on the ground that they were helping a 'seditious and defamatory journal. One of these officers was Colonel Panet, who had fought in the defence of Quebec in 1775 and had been speaker of the House of Assembly since 1792; another was Pierre Bédard.

The politics of the Edinburgh Review, however, and the establishment in 1808 of the conservative Quarterly Review, caused a gradual cessation of this literary connection, without marring the friendly relations between the two men. About this time began Scott's friendship with Wordsworth, for whom he had great respect. Indeed, his modesty led him to prefer everybody's good poetry to his own.

It cannot be said that the prices paid for Foxhounds in very recent times have greatly exceeded those of the past.
