It hath béene commonlie told, that Englishmen learned of him their excessiue gourmandizing & vnmeasurable filling of their panches with meates and drinkes, whereby they forgat the vertuous vse of sobrietie, so much necessarie to all estates and degrées, so profitable for all common-wealthes, and so commendable both in the sight of God, and all good men.

Though the Kinds of Soveraigntie be, as I have now shewn, but three; that is to say, Monarchie, where one Man has it; or Democracie, where the generall Assembly of Subjects hath it; or Aristocracie, where it is in an Assembly of certain persons nominated, or otherwise distinguished from the rest: Yet he that shall consider the particular Common-wealthes that have been, and are in the world, will not perhaps easily reduce them to three, and may thereby be inclined to think there be other Formes, arising from these mingled together.

Ever remembring that the greatest Princes Have sometimes to their glory byn most apt To pardon what was enterprizd against Their Goverments, nay their lives; and that the freest And the best Common-Wealthes, have alwaies usd To spare the blood of their owne Cittizens, And that in great offenders it still being The principall signe of libertie and freedom Not easily, but with mature advice, To touch the lives of Cittizens.
