The efforts made by the socialists to assemble in great congresses the representatives of the working-class populations of different countries, have always ended in the most pronounced discord. A Latin crowd, however revolutionary or however conservative it be supposed, will invariably appeal to the intervention of the State to realise its demands.

Now, it is well known that there is nothing more antipathetic to your peasant-boy than a shop-boy. Even on grand political occasions, the rural working-class can rarely be coaxed into sympathy with the trading town class. Your true English peasant is always an aristocrat.

The socialism of Lassalle had much in common with that of Louis Blanc, and his theory of coöperative enterprises subsidized by the State was almost identical. Chiefly toward this end he sought to promote working-class organization, although he also believed that the working classes would eventually gain control of the entire State and, through it, reorganize production.

It would be necessary to forbid the manufacture of poisons, and to restrict the number of licenses; but as one has fear of the great distillers, who are rich and powerful, and of the little dealers, who are the masters of universal suffrage, one puts one's conscience to sleep by lamenting the immorality of the working-class, and publishing little pamphlets and sermons. Every night at the Labor Temple, where the workers gathered, there were agitators howling their heads off about the McCormick case. To make matters worse, there was an obscure one cent evening paper in American City which catered to working-class readers, and persisted in publishing evidence tending to prove that the case was a "frame-up."

It was thus that the question of working-class corporations had become the one problem, the panacea for all the ills of the toilers.

It is notorious that our middle-class liberals have long looked forward to this consummation, when the working-class shall join forces with them, aid them heartily to carry forward their great works, go in a body to their tea- meetings, and, in short, enable them to bring about their millennium.

That part of the working-class, therefore, which does really seem to lend itself to these great aims, may, with propriety, be numbered by us among the Philistines.
