Article 26 provides for the free movement, trading, and residence of all persons, other than natives, conforming themselves to the laws of the Transvaal. Article 27 gives to all the right of free access to the Courts of Justice. Putting the "sense of honour" of the Transvaal Volksraad out of the question, past experience has but too plainly proved that these Articles are by no means superfluous.

The people entrust the legislation to a Volksraad the highest authority in the land consisting of representatives or deputies of the people, chosen by the enfranchised burghers; but with the reservation that a period of three months shall be left to the people to enable them if they so wish to communicate to the Volksraad their verdict on a proposed law; except those laws which can suffer no delay.

The records of the Volksraad for the last ten years may be searched in vain for any measure calculated constructively to advance the country, or to better the conditions of the workers in it, with the few very few exceptions of those proposed by the Chamber of Mines. The country has, in fact, run the Government, and the Government has been unable to ruin it.

There is abundance of proof in the Dutch Republics to satisfy any ordinary person that a Boer, no matter if he can count his sovereigns by the million, would never dream of giving up his farm and turning country gentleman. Even the members of the Volksraad, who are usually well-to-do farmers, never neglect their crops, albeit a handsome income is assured in their official capacity.

Aliens may be admitted to full burgher rights and vote for 1st Volksraad, President, and Commandant-General, after five years' residence, if approved of by two-thirds of the burghers of his ward, possesses landed property to the value of £1,000, and has not been convicted here or elsewhere of any degrading crime.

In the first ordinary session of the Second Volksraad it shall be decided by lot which members shall belong to that half which must resign already after the lapse of the first two years.

They were unsuccessful in this through some lack of provision in the law, and year after year the subject was fought out and postponed, the disputed ground all the time becoming more and more valuable, and consequently a greater prize for the concessionaire and pirate, and a greater incentive to bribery on all hands, until it came to be regarded by the worthy members of the Volksraad as something very like a special dispensation of Providence, intended to provide annuities for Volksraad members at the expense of the unfortunate owners.

The executive power resides in the State President, who is responsible to the Volksraad. He is chosen by a majority of the burghers entitled to vote, and for the term of five years. He is eligible for re-election.

The President has the power, saving his responsibility to the Volksraad, to dismiss officials from their offices, to make provisional appointments, and to fill all open places. He reports to the first following session of the Volksraad with regard to these transactions.

'Acceptance of these terms by the South African Republic would at once remove tension between the two Governments, and would in all probability render unnecessary any future intervention to secure redress for grievances which the Uitlanders themselves would be able to bring to the notice of the Executive Council and the Volksraad.
