Steadily we are moving closer to the goal of fair and equal treatment of citizens without regard to race or color. But unhappily much remains to be done. Last year the Administration recommended to the Congress a four-point program to reinforce civil rights. That program included: creation of a bipartisan commission to investigate asserted violations of civil rights and to make recommendations;

The virtue of chastity was the one law, and its observances and violations were studied from every point of view, and its numberless permissible and forbidden limitations expatiated upon to such a degree, that he who escaped them altogether could well attribute the result to the interposition of some supernatural power, the protection of some celestial guardian.

He proceeds to develop this conception of a Will in itself good and estimable, by dealing with the commonly received ideas of Duty. Leaving aside profitable actions that are plain violations of duty, and also actions conformed to duty, but, while not prompted directly by nature, done from some special inclination in which case it is easy to distinguish whether the action is done from duty or from self-interest; he considers those more difficult cases where the same action is at once duty, and prompted by direct natural inclination. In all such, whether it be duty of self-preservation, of benevolence, of securing one's own happiness (this last a duty, because discontent and the pressure of care may easily lead to the transgression of other duties), he lays it down that the action is not allowed to have true moral value, unless done in the abeyance or absence of the natural inclination prompting to it. A second position is, that the moral value of an action done from duty lies not in the intention of it, but in the maxim that determines it; not in the object, but in the principle of Volition. That is to say, in action done out of regard to duty, the will must be determined by its formal

But now a majority of the Senate, supported by President Roosevelt, took the old ground which the Supreme Court had made untenable and the Mormons themselves had vacated and practically declared that violations of law were a part of the constitutional guaranty!

I congratulate you, fellow citizens, on the approach of the period at which you may interpose your authority constitutionally to withdraw the citizens of the United States from all further participation in those violations of human rights which have been so long continued on the unoffending inhabitants of Africa, and which the morality, the reputation, and the best of our country have long been eager to proscribe.

I am likewise confronted with another difficulty, which is redress for violations of the law by the ecclesiastical judges; but these are cases which seldom happen, and it does not seem just, in order to settle an affair of this sort, that others of a different nature should be deranged, and that an opportunity should be given for so many troubles as result from the contrary especially as we might attend to such a case by some suitable means, referring it to trustworthy persons here, who would take it in charge.

With these millions he bought, or rather manipulated into his control, one railroad after another, amid an onslaught of bribery and glaring violations of the laws. I recommend, also, an increase in the number of inspectors, whose duty it shall be to detect violations of the act. Severe punishment will be meted out for all violations of this regulation.

Slight exaggerations do more harm to truth than reckless violations of it. You would not have cared one bit for a caricature, if you had not nursed the absurd idea of being one of our conquerors. It is the very tragedy of modesty for a man like you to have such notions, my poor dear good friend. The modest are the most easily intoxicated when they sip at vanity.
