Yet another view of Ireland's significance must not be forgotten. Of the original life of the great pagan world which swept over the Roman Empire we know almost nothing. How much do we realize of the thought and genius of Aleman, Frank and Vandal, of Angle and Lombard and Burgundian? Nothing at all. The darkness that shrouds them is complete. But what a contrast when we come to Ireland!

In 395 and 396 he invaded Greece, and Stilicho, the Vandal general of the Western Emperor, advanced against him. The strategy of Stilicho was masterly, and it would probably have gone hard with Alaric had not Stilicho been suddenly bidden by the Eastern Emperor, Arcadius, to withdraw his western troops.

And though such Vandal acts as these cannot be defended, still it be hooves us to remember, that the conduct of the inhabitants of these palaces was such as to bring down on their heads the just indignation and censure of the people. Slowly passing through the aisles of the cathedral, I passed again the threshold into the street.

"No you're not," returned Ruth, with sweet shyness, "you're nice. Now we'll read some more of the paper." He assumed a feverish interest in the market reports, but his thoughts were wandering. Certainly, nothing could have been worse. He felt as if a bud, which he had been long and eagerly watching, was suddenly torn open by a vandal hand.

The vandal hand of a conquering Roman tore loose the stone portal of the tomb, and mummy and imprisoned soul were carried across the great sea and with other husks of former life exhibited in the triumph of Octavius; then placed in a museum to be gazed upon by the curious of Rome.

The battle of Tours was only less momentous to the human race than that of Châlons. What the Arab domination of Europe would have meant we can partly guess by looking at the lax and lawless states of Northern Africa to-day. These fair lands, under both Roman and Vandal, had long been sharing the lot of Aryan Europe; they seemed destined to follow in its growth and fortune.

Take the statue for those whom you represent, let it be kept as a cherished treasure by the people of the State at large, and especially by the people of the city of Newport. Let no vandal hand deface the monumental bronze.

There can be no true reverence for books in the heart of the vandal who leaves marks of disrespectful soiled fingers on their pages, turns down their leaves, and breaks their backs by laying them open, face down. Their paper should be of a good quality, not too heavy, and the type clear, both of which conditions usually obtain in an average-priced book.

This race, the race of Berbers, has never, modern explorers tell us, become really Islamite, any more than it ever really became Phenician, Roman or Vandal.

The New Observatory of Glasgow is now, I believe, finished; and the only fact connected with its history that was painful, as embodying and recording that Vandal alienation from science, literature, and all their interests, which has ever marked our too haughty and Caliph-Omar- like British government, lay in the circumstance that the glasses of the apparatus, the whole mounting of the establishment, in so far as it was a scientific establishment, and even the workmen for putting up the machinery, were imported from Bavaria.
