Calhoun suppressed uprisings against the new leadership in South Carolina, where strong doubt prevailed as to the purposes of Walker and Dallas with reference to the tariff. The old statesman, isolated though he was, thought that if the South and West could be held together the future would be secure.

Yet here were men who knew little of the principles for which they staked their lives; who enlisted from the commonest motives of convenience, whim, pelf, adventure, and foray; and who repented, after their first misfortune, with the salt rheum in their eyes. I think that all "great uprisings" resolve to this complexion.

The Humanists who had stood with Hutten in the struggle between Reuchlin and Pfefferkorn saw with growing concern the gradual transfer of the field of battle from questions of literature to questions of religion. Reuchlin, growing old and weak, wrote a letter, disavowing any sympathy with the new uprisings against the time-honored authority of the Church.

The nobles had left France in large numbers as soon as the first signs of violence appeared about the time of the fall of the Bastille and the peasant uprisings in the provinces. Many of the clergy had similarly departed from their homes when the anticlerical measures of the Assembly rendered it no longer possible for them to follow the dictates of conscience.

When, therefore, in 1810, the news came that the French army had overrun Spain, democratic ideas so long cherished in secret and propagated so industriously by Miranda and his followers at last found expression in a series of uprisings in the four viceroyalties of La Plata, Peru, New Granada, and New Spain. But in each of these viceroyalties the revolution ran a different course.

Baez then began to rule with a firm hand, and though occasionally bothered by small uprisings on the Haitian border, promoted by Cabral, Luperon and other unruly spirits, managed to sustain himself in power for almost his full term of six years. He was able to realize what had been the golden dream of administrations since the birth of the Republic, the contracting of a foreign loan.

His nephew occupied important cabinet positions under the new administration. The general opposition to President Victoria and to the method of electing him found expression in revolutionary uprisings throughout the country, especially in the Cibao and Azua. Ex-President Vasquez, ex-President Morales and several Jimenista generals took the field independently.

In 1839 the agitation continued as vigorously as ever, and when it began to relax somewhat at the end of the year, Bussey, Taylor, and Frost hastened to call forth uprisings simultaneously in the North of England, in Yorkshire, and Wales. Frost's plan being betrayed, he was obliged to open hostilities prematurely. Those in the North heard of the failure of his attempt in time to withdraw.

Nothing can be stranger; and this is the peculiar character of uprisings in Paris, which cannot be found in any other capital. To this end, two things are requisite, the size of Paris and its gayety. The city of Voltaire and Napoleon is necessary. On this occasion, however, in the resort to arms of June 25th, 1832, the great city felt something which was, perhaps, stronger than itself.

In Aguas Frias, the capital, Don Rafael Valdevia, Minister of War, Esperando's greatest-hearted and most able patriot, awaited my coming. No doubt you have heard, with a smile, of the insignificant wars and uprisings in those little tropic republics.
