While he was engaged in this task, Secretary Knox negotiated at Washington two treaties, one between the United States and Honduras, signed January 10, 1911, and a similar treaty between the United States and Nicaragua, signed June 6. These treaties were intended to place the two countries concerned under the financial supervision of the United States.

One is not exclusive of the other. A law passed in any of the ways provided by the Constitution is the supreme law of the land until it is changed or repealed. A treaty made by the Executive and ratified by the Senate is the supreme law of the land as well as an act of Congress.

After these memorable battles, the emperor Alexander entered into a negotiation, and concluded at Tilsit, on the 21st of June, 1807, an armistice which was followed by a definitive treaty on the 7th of July. The expectation was that the President, backed up by the embargo, would now succeed in a negotiation with England, that atonement would be made for the "Chesapeake" outrage, and that a commercial treaty would at last be gained. Mr.
