Secretary Tracy's recommendations reveal clearly the naval condition in 1889. Previous to that year the additions to the navy had consisted chiefly of cruisers of from three to four thousand tons, and of gunboats under two thousand tons; but, acting upon the secretary's report, Congress, on June 10, 1890, authorized, in addition to another armored cruiser, three seagoing coast-line battle-ships.

They put things on shelves; they hung things on hooks; they found places in which things belonged; they set chairs and tables straight; and then, after dusting and polishing them, set them at a more imposing angle; they unrolled the little green carpet and tacked down its corners; and transformed the cot into a "couch" by covering it with what Tracy's knew as a "throw" and adorning one end of it with cotton-stuffed cushions.

Norah did her utmost to pretend that she did not understand him, while Captain O'Brien stood fuming with rage at what he mentally called the audacious impudence of the villain. Poor Captain Tracy's heart sank, and though not less indignant than his friend, he endeavoured to conceal his feelings. Happily O'Harrall was again summoned on deck.

If you don't like my doings, Hattie Krakow, there ain't no law says we gotta room together. I been shifting for myself ever since I was cash-girl down at Tracy's, and I ain't going to begin being bossed now. If you don't like my keeping steady with Charley Chubb if you don't like his sheet-music playing you gotta lump it! I'm a good girl, I am; and if you got anything to in-sinuate; if "

"Why Amy!" exclaimed Charles as he grasped my arm, "What is the matter? you look quite black in the face!" They all gathered around me, but unable to speak, I sank back into Charles Tracy's arms, and lost all consciousness.

Irascible and quick-tempered as he was, he was easily appeased, and the fact that Jerrie was Arthur Tracy's daughter changed his opinion of her at once. 'The biggest heiress in the county except my Ann 'Liza, and, by gum, I'm glad on't for her and Arthur.

Presently, in the midst of Tracy's serene flow of talk, he felt a shudder which he knew was not his shudder, but exterior to his breast although immediately against it. After the shudder came sobs; Sally was crying. "Oh, my darling, what have I done what have I said? It has happened again! What have I done to wound you?" She disengaged herself from his arms and gave him a look of deep reproach.

She was perhaps a little the taller of the two; with smoothed hair that had the gloss of black briony leaves, and eyes like burning brands in a cave; while Tracy's hair was red as blown flame, with eyes of a grey-green hue, that may be seen glistening over wet sunset. People, who knew him, asked: "Who is she?" and it was not in the design of the ladies to have her noted just yet.

First of all, in this period we see him revising the translation and arranging the publication of De Tracy's "Commentaire sur l'Esprit des Lois." He takes endless pains to make its hold firm on America; engages his old companion in abolitionism, St.

Tracy's, went on: "'Pears to me a great 'vantage, Missa Qui, dat some folks is 'Piscopalians, and some Presbyterians." Felix looked as if he failed to apprehend the meaning of his friend. "'Cause," said Primus, "dat make two grand dinner, and you and me is dere to eat 'em." Felix had now fairly caught the other's meaning, and the two exploded in bursts of laughter.
