From calculations founded on the documents last introduced into the house, it appeared that, at present, the proportion of American to foreign tonnage employed in the American trade was, with Spain as sixteen to one, Portugal seventeen to one, Netherlands twenty-six to one, Denmark fifteen to one, Russia fourteen to one, France between four and five to one, and Great Britain one to three.

All that Forster could ascertain was, that the vessel was foreign built, and of large tonnage; but who were its unfortunate tenants, or what the cargo, of which she had been despoiled by the devouring waves, was not even to be surmised. The linen on the child was marked J de F; and this was the only clue which remained for its identity.

Great trading companies were formed, directing French enterprise to the Baltic, to the Levant, to the East and West Indies; customs regulations were amended to encourage French manufactures, and to allow goods to be stored in bond in the great ports, by which means it was hoped to make France take Holland's place as the great warehouse for Europe, a function for which her geographical position eminently fitted her; while tonnage duties on foreign shipping, direct premiums on home-built ships, and careful, rigorous colonial decrees giving French vessels the monopoly of trade to and from the colonies, combined to encourage the growth of her mercantile marine.

No tonnage was required in proportion to the numbers shipped, no amount of provision, no medical assistance; no precautions were taken, or so much as thought of, to prevent kidnapping and fraud, nay, to prevent main force being used in any part of Eastern Africa, or of all Asia, in carrying on board the victims of West Indian avarice; in short, a worse Slave Trade than the African was established, and all the dominions of the East India Company, with all the African and Asiatic coasts, as yet independent, were given over to its ravages.

The tonnage here employed had fallen from 107,739, before the war, to 62,738. The reflections of the Committee upon this particular are so characteristic of national convictions as to be worth quoting.

But what impressed us most we almost laughed to see her was the lubber of the fleet. She was twice the tonnage of most of us, and early in the run across she had brought anguish to our souls by the way she lagged. "You bum, you loafer, you old cart-horse, why don't you move up?" our soldiers used to yell across at her.

We soon found out, however, that she was a whaler, in chase of two large grampuses. She had two men on the look-out in the cross-trees, in a sort of iron cage; and though she was of much smaller tonnage than the 'Sunbeam, she carried five big boats, one of which, full of men, was ready to be lowered into the water, the instant they had approached sufficiently near to the whale or grampus.

It was indeed not easy to guess that a bill, which purported only to impose a new duty on tonnage for the benefit of such persons as should advance money towards carrying on the war, was really a bill creating the greatest commercial institution that the world had ever seen.

For this reason there was general thanksgiving in England that the crew of the battleship had been saved, even though the ship was lost. During the month of January, 1916, three British sailing vessels and ten steamships were sunk by enemy warships, with a respective tonnage of 153 and 31,481. Four hundred and ten lives were lost.

The inference is therefore irresistible that with the consent of Congress such a duty may be imposed by the States. Thus those directly interested in the improvement may lay a tonnage duty for its construction without imposing a tax for this purpose upon all the people of the United States.
