The Prussian State is an artificial creation. It has grown and expanded through conquest. It is the Order of the Teutonic Knights, it is the warrior dynasty of the Hohenzollern, who have built up Prussian power. That purely military growth of the Prussian State is made by Treitschke into a universal rule of all political growth.

The Teutonic realm of England was powerful enough to subdue, if not to assimilate, the remnants of the Celtic race in Wales and their other western hills of refuge. But the Teutonic realm of Scotland was not large or powerful enough to subdue the Celts of the Highlands, whose fastnesses constituted in geographical area the greater portion of the country.

In fact, the amazing intimacy which he professes with his Maker, and the strange manner in which he implies that he and the Creator have interests in common, and joint understandings that are beyond the comprehension of ordinary mankind, would savor of downright blasphemy, were it not for the undeniable sincerity of his Teutonic majesty, who really regards himself as a Divine instrument.

The city, girded with the three fold zone of marshes, causeways, and strong walls, became the impregnable shelter of the later Emperors; and the earliest Teutonic Kings naturally fixt their royal seat in the city of their Imperial predecessors. When this immediate need had passed away, the city naturally fell into insignificance, and it plays hardly any part in the history of Medieval Italy.

It is impossible for the thoughtful student of history to walk across Trafalgar Square, and gaze on the image of the mightiest naval hero that ever lived, on the summit of his lofty column and guarded by the royal lions, looking down towards the government-house of the land that he freed from the dread of Napoleonic invasion and towards that ancient church wherein the most sacred memories of English talent and English toil are clustered together, it is impossible, I say, to look at this, and not admire both the artistic instinct that devised so happy a symbolism, and the rare good-fortune of our Teutonic ancestors in securing a territorial position so readily defensible against the assaults of despotic powers.
