We shall be able to point to you in proof of the power of Catholicism to make out of the staple of great towns exemplary and enlightened Christians, of those classes which, external to Ireland, are the problem and perplexity of patriotic statesmen, and the natural opponents of the teachers of every kind of religion.

"One loves the Pope, and one the Popess" is an uncomplimentary proverb given by Gogol. "To have priests' eyes," meaning to be covetous or extortionate, is another. The drunkenness in all classes strikes Russian statesmen with dismay, and the priests and the popes, are among the worst delinquents.

The difficulties in this regard, as any fair mind appreciates, would be greater than they were at the peace session, and we must not attempt to convince ourselves that they did not try the genius, patience, and diplomacy of statesmen at that time. History will say that great as was the Allied triumph in war, no less a victory was achieved at the peace table.

Peace feelers were thrown out by Austrian statesmen, but the continued influence of German militarism prevented them from receiving serious attention by the Allies. When the German divisions of the Crown Prince of Prussia began their last desperate offensive on July 15, they attacked from Chateau Thierry on the west to Massiges, along a 65-mile front, crossing the Marne at several places.

Polish wars were defensive, and they were mostly fought within Poland's own borders. And that those territories were often invaded was but a misfortune arising from its geographical position. Territorial expansion was never the master-thought of Polish statesmen.

I feel an insuperable reluctance in giving my hand to destroy any established institution of government, upon a theory, however plausible it may be. My experience in life teaches me nothing clear upon the subject. I have known merchants with the sentiments and the abilities of great statesmen; and I have seen persons in the rank of statesmen, with the conceptions and characters of pedlars.

In October following his visit to Professor Kelton, Harwood was sent to Fraserville, the seat of Fraser County, to write a sketch of the Honorable Morton Bassett, in a series then adorning the Sunday supplement under the title, "Home Life of Hoosier Statesmen."

Could the English and Dutch statesmen of that day have read all the secrets of their great enemy's heart, as it is our privilege at this hour to do, they would have known that in sudden and deadly strokes lay their best chance of salvation. But, without that advantage, there were men whose sagacity told them that it was the hour for deeds and not for dreams.

But the general feeling among statesmen, as well as among the outer public, was that there was something un-English about the ballot system, and it was contended that the true Englishman ought to have the courage of his opinion and to vote as his conscience told him, without caring whom he offended.

We have only to consider the position of the various dwarfs who bestride the racehorses in order to see how hard a hold this iniquity has on us. A jockey is merely a stable-boy after all; yet a successful jockey receives more adulation than does the greatest of statesmen.
