The eye may remain entirely quiet as the impulse to move to the right and to the left, to move up and to move down, may be equally strong, but those thousands of impulses work in the motor paths and only their equilibrium results in the suppression of the outer movement. With such motor scheme, we begin to understand the selective process in attention.

The dogs might increase in cunning, or combine together to work in couples or in packs by the same selective process; and the hares on their part might acquire means of concealment or stratagem to elude their enemies; but, on both sides, the improvement would be progressive until the highest form of excellence was reached.

It has been customary when the effect of a certain element in the environment is to be ascertained to investigate people who have been subject to that training or who are in the process of training, thus ignoring the selective influence of the factor itself in original nature.

Thus iron is not stable in the presence of water molecules, and it becomes iron oxide; iron oxide is not stable in the presence of hot sulphur, it becomes an iron sulphide. The eye's interpretation of movement, already referred to, obviously offers a wide field for this play of selective imagination. There is a selective process on the part of nature that applies to nations; they say that especially increase of population forces upon groups an endless conflict, so that absolute hostility is a law of nature in the world. These views contain at least two very doubtful assumptions.

Now, I will not pretend to be anything but a strong partizan in this matter. When I speak of "democracy" I mean "selective democracy."
