Choate represents the Republican Party to have attempted the assassination of the Constitution with a most remarkable medley of instruments. He does not, indeed, use the words "Republican Party," but it is perfectly clear from the context, as in the case of the "geographical President," for whom the charges are intended. Of course, Sectionalism is not forgotten.

The volumes which bear upon the period in hand will be cited in succeeding chapters. Special studies of importance are: C. H. Ambler's Sectionalism in Virginia ; D. F. Houston's Critical Study of Nullification in South Carolina ; W. A. Schaper's Sectionalism in South Carolina ; and H. M. Wagstaff's States Rights and Political Parties in North Carolina .

We must not forget, however, that all sorts of people talked of national institutions, and that the term, until we look closely into the mind of, the person using it, signifies nothing. Because the Northern capitalist repudiated the idea of sectionalism, it does not follow that he set up any other in its place.

This agitation renewed the intensity and sectionalism of the then almost forgotten struggle over the admission of Missouri nearly a quarter of a century before, and which was concluded by the Missouri compromise. This settlement was at the time considered quite satisfactory to the South. But Calhoun took an altogether different view of the matter twenty years later.

When sectionalism had brought a kindred people to blows over the institution of African slavery there were Puritans who fought on the Southern side and Cavaliers who fought on the Northern side. What was Stonewall Jackson but a Puritan? What were Custer, Stoneman and Kearny but Cavaliers? Wadsworth was as absolute an aristocrat as Hampton.

American political history is a long record of idealistic tendencies toward democracy working painfully through a net of graft, pettiness, sectionalism, and bravado, with constant disappointment for the idealist who believes, traditionally, in the intelligence of the crowd.

Whatever they did, the South would have to go along with them, in its reaction against the furious sectionalism of the Republicans. Besides the Southern support, the Democrats counted upon the aid of the professional politicians those men who considered politics rather as a fascinating game than as serious and difficult work based upon principle.

The remedy of China's troubles by a strong, centralized government is on a par with curing disease by the expulsion of a devil. The evil of sectionalism is real, but since it is real it cannot be dealt with by trying a method which implies its non-existence. If the devil is really there, he will not be exorcized by a formula.

Doctor Ward continued: "England, as you know," said he, "is the enemy of this country as much to-day as ever. She claims she wishes Texas to remain free. She forgets her own record forgets the burning cities of Rohilkhand, the imprisoned princesses of Oudh! Might is her right. She wants Texas as a focus of contention, a rallying point of sectionalism. If she divides us, she conquers us.
