After the proclamation, Oyez, Oyez, and the command to keep silence, Sandys, the Clerk of the Crown, began the proceedings. "John Ballard, Antony Babington, John Savage, Robert Barnwell, Chidiock Tichborne, Henry Donne, Thomas Salisbury, hold up your hands and answer."

After doing this, if time and energy remained, they might try some of Sir Edwin Sandys' ideas maybe set out a few grapevines or mulberries, as they had been instructed to do. There was good reason for the growing fear among the leading adventurers in London that tobacco might put a blight on all other projects.

SANDYS rose, and spoke as follows: Sir, the efficacy of rewards, and the necessity of an impartial distribution, are no unfruitful subjects for rhetorick; but it may, perhaps, be more useful at present to consider, with such a degree of attention as the question must be acknowledged to deserve, to whom these rewards are to be paid, and from what fund they are expected to arise.

When young Christopher Calthrope, aged sixteen years, came to Virginia in 1622, George Sandys, Treasurer of the Colony, proffered him the entertainment of his home and offered him his own room to lodge in. Although the young man declined, having other friends, Sandys saw to it that he was adequately cared for in the Colony.

Some projects, such as that for the settlement of Italian glass-workers who were to manufacture pottery and beads for use in the Indian trade, could be financed by subscriptions to a special joint-stock, but this device offered no help in meeting general expenses. As a result, Sandys continued to take certain shortcuts, or perhaps the blame should rest rather on Deputy John Ferrar.

There were heard amid warm discussion: Kingdom and Colony Spain Netherlands France Church and State Papists and Schismatics Duties, Tithes, Excise Petitions of Grievances Representation Right of Assembly. Several years earlier the King had cried, "Choose the Devil, but not Sir Edwyn Sandys!" Now he declared the Company "just a seminary to a seditious parliament!"

When Sandys became treasurer in 1618 the time seemed propitious; for it had already been discovered that Virginia tobacco could be sold at a profit in London; and it was the expectation of Sandys, by obtaining for the company its fair share of the profit arising from the importation of tobacco into England, to repay to the shareholders the long-delayed interest on their investments.

To gratify a temporary spleen against Smith, Lord Rich consented to vote for Sir Edwin Sandys, and April 28, 1619, he was accordingly elected treasurer with John Ferrar as his deputy. Smith was greatly piqued, abandoned his old friends, and soon after began to act with Rich in opposition to Sandys and his group of supporters.

SANDYS then spoke as follows: Sir, I am by no means convinced that the learned gentleman who charges me with irregularity, is better acquainted than myself with the rules and customs of this house, which I have studied with great application, assisted by long experience.

"I won't be a hindrance; you must just hang me up like a bird in a cage that's what I am to sing to you when you are at leisure." The way in which the people at Windlow took the news was very characteristic. Howard frankly did not care how they regarded it. Mr. Sandys was frankly and hugely delighted. He apologised to Howard for having mentioned the subject of Guthrie to him.
