There is no greater error than that involved in the idea that revolutions or changes of any kind originate from below, that they proceed from the people. Almost invariably they come from above, from governmental action; and it is ever in the power of a government to make itself perpetual. The term of its existence is in its own hands.

The way of even the most justifiable revolutions is prepared by personal impulses disguised into creeds. The Professor’s indignation found in itself a final cause that absolved him from the sin of turning to destruction as the agent of his ambition.

Thus we can understand the long period of stagnation, or of incalculably slow advance. Thus, too, we can understand why, at length, the pace of man toward his unconscious goal is quickened. To produce these alternations of fullness and exhaustion the relative operation of abundant or unfruitful seasons, the regulations of foreign governments, political revolutions, the prosperous or decaying condition of manufactures, commercial speculations, and many other causes, not always to be traced, variously combine.

The reason of all this is plain: that which causes a supineness in suffering States is the duration of the evil, which inclines the sufferers to believe it will never have an end; as soon as they have hopes of getting out of it, which never fails when the evil has arrived at a certain pitch, they are so surprised, so glad, and so transported, that they run all of a sudden into the other extreme, and are so far from thinking revolutions impossible that they suppose them easy, and such a disposition alone is sometimes able to bring them about; witness the late revolution in France.

In the later revolutions which have passed over France, Vernet has not participated. He has lived only in his profession and among his personal friends.
