It may be found advantageous to dispose of the right to surplus power separately with such reservations as will allow its gradual withdrawal and application to nitrogen manufacture. A subcommittee of the Committees on Agriculture should investigate this field and negotiate with prospective purchasers.

They should be also charged with the duty of ascertaining the Indians who might properly be furnished with implements of agriculture, and of what kind; in what cases the support of the Government should be withdrawn; where the present plan of distributing Indian supplies should be changed; where schools may be established and where discontinued; the conduct, methods, and fitness of agents in charge of reservations; the extent to which such reservations are occupied or intruded upon by unauthorized persons, and generally all matters related to the welfare and improvement of the Indian.

The compact, as concluded, contained numerous provisions, the most important to us being one which practically relinquished the country between the Arkansas and Platte rivers for white settlement; another permitted the peaceable construction of the Pacific railroads through the same region; and a third requiring the tribes signing the treaty to retire to reservations allotted them in the Indian Territory.

In January, 1926, the Senate gave its consent to adherence to the Court of International Justice with certain reservations. In September of this year the statute establishing the court has, by the action of the nations signatory, been amended to meet the Senate's reservations and to go even beyond those reservations to make clear that the court is a true international court of justice.

The Sequoya League, an association for the betterment of the Indians of the Southwest, has done much toward opening the eyes of the public and of the government officials to the unhappy condition of these first owners of the soil. Congress, in 1906, appropriated $100,000 to be used in buying land and water for those Indian reservations or settlements where the suffering was greatest.

Early in November, however, fourteen reservations were adopted, the "mild reservationists" voting with Senator Lodge, for lack of any basis of compromise with the Democrats. The effect of these reservations would, undoubtedly, have been to release the United States from many of the obligations assumed by other members, while assuring to it the benefits of the League.

The lands embraced in the eleven forest reservations which were suspended by the act of June 4, 1897, again became subject to the operations of the proclamations of February 22, 1897, creating them, which added an estimated amount of 19,951,360 acres to the area embraced in the reserves previously created.
